I'm not saying a bad question but didn't find any of the above "tough choices" when playing my usual do-gooding, armed to the teeth, drug fuelled, hippy character. The tough choices for me were whether to let that family out of the reactor or solve the share-croppers water problem, whether to kill Motor-Runner and whether to exploit Cook-Cook's bovine affection by killing his pet cow.
But... Wait
I admit I had to stop at those times as well, thinking a little bit.
For Cook-Cook, the thinking lasted like 3ns (nano-seconds):
poor cattle had no guilt and still hasn't. My steaks come from elsewhere
For Motor-Runner, it took some days. I had delivered a package to him,
then I heard stories.... I spoke to him again several days after and asked him
what happened to the original folks of Vault 3. I needn't hear more.
He was just consuming oxygen.
The though one, I agree with you, indeed was saving some trapped, unlikely survivor or...
