Ambassador Winter - NCR
The ambassador looks at the gun runners representative and tilts his head in acknowledgement "that would be agreeable, the NCR would like to put in an order for an increased amount of. 308 rounds and hunting rifles with extended magazines and custom bolt action" he clicks open the briefcase on his lap and slides across an order for, before turning to face the families of reno "then perhaps you don't mind if we declare the whole city a terrorist country and razed it to the ground, no quarter given or perhaps you would prefer to stay under NCR jurisdiction" he smiles and waits for a proposition.

Cole DeLonge- Mr. House

Threats aren't good for business. I'd suggest leaving them at the door, or expect consequences that even the NCR cannot face.

I think if you could experience living under Mr. House as opposed to NCR, you'd have a welcome change, but if you don't want Mr. House there, then I cannot make you.

The deal is off. We will not aid Reno in revolting against the NCR.

Simon - Van Graffs

"The Salvatores have proven that they can be beneficial to the Van Graffs, and vice versa, and I'm sure that I can say the same for the Bishops. It's in both their favours to be free of the NCR's tyranny, so too is it in ours. I want to see them freed of oppression so that this Council may reach its full potential, and so that the Van Graffs may hold a seat. We're getting the Van Graff Reno branch's facilities and weapons... Cerulean Robotics would be most useful to us, but is little more than 'extra'. A lot extra, yes, but non-essential nonetheless. If you won't aid them, we won't supply you those bulk Energy Weapons the Desert Rangers want. We've had large orders in the past, House won't be our first, certainly won't be our last, and probably won't have been our biggest. We don't need to help him. So if he won't support the Bishops and Salvatores, we won't support the Rangers."

Simon cleared his throat. He'd been paying attention to his speech, using more formal words and terms.

"I understand both issues. Mr. Bishop... perhaps he is being slightly unreasonable, as dealings between Reno and House would be profitable for both, but he said it best: 'why replace one oppressor with another?' It's senseless. Both sides will come of good from this deal, so both sides need to meet somewhere in the middle."

He then glared at Winter, who represented the NCR.

"I'm sure you know that the Van Graffs and the NCR were involved in some... dealings, a few years back. You know the extent of what we can do - we lured the Legion into a trap, and supplied you with weapons that they thought they were getting. But they were just conventional firearms. We could've sent Jean-Baptiste in with a couple of men, given them Plasma Casters and boom - those Legion psychos would've been dead in no time. With the money we'll be making soon enough, we'll increase our number of guards. Then you'll have a wave of Combat Armoured sons of b*tches wielding a parade of Energy Weapons you've likely never even seen before. The NCR will be dealing with that, the Khan Empire and two strong families. You'd do well not to make such threats, pig."

Rep. Zoe Gunn-Novac

"I hope this dress ain't too much" Zoe thought to herself as she dabbed the sweat from her chest and forehead then put the rag back into her suitcase. "Alright Zoe Gunn, don't you be nervous now. Everybody back home is counting on you!"

Hearing an awful ruckus from behind the door that said "members only" she straightened the large satin flower on her dress that she never liked while wondering if she was showing too much leg and made one final check on the loaded .45 strapped to her thigh. "And here we go" picking up her suitcase she pushed open the door.......

"Howdy y'all" accidentally yelling her greeting, "It sure is a pleasure to meet y'all! My name is Zo...."she didn't have time to react as she felt her left heel buckle and went toppling over suitcase. As the room went silent she squeezed her eyes shut hoping that when she opened them she would be back home lying on her matress.

Opening her eyes she was greeted with shocked expressions except for one fella who had a big grin on his rather handsome face. "Oh my God!" She had realized she had forgotten to put on panties which she usually never wears with this dress. "I am so sorry y'all." She stammered as she picked herself off the ground.

After straightening up she turned to grab her suitcase and to her dismay found that it had come open and all her guns and her clothes had fallen out. She then realized that is what most of them were looking at.

"I'm so sorry to interrupt y'all's conversation." she said while trying to stuff her silenced 12.7mm back in her suitcase. After adjusting the Hui Gui so the silencer would fit, the luggage snapped closed. "My names Zoe, Zoe Gunn. I'm so pleased to meet everybody." She saw a sign that said "Novac" and settled down in her chair, keeping her suitcase between her legs and lighting up a cigarette. "So what were you fellas talkin about?"

*Louie drinks some of his whiskey and continues*:

"Your soldiers will be displayed in Golgotha, some might even be alive, rotting away slowly." he emphasised the last word. Louie then addresses the others:

"All who promised assistance against the NCR, I plead you to send your aid now, we're revolting!"

I would now like to call on all my greatest neighbors, the Empire of the Khans, the Mormons, and House's Vegas to aid us in the fight against this tyrannical military dictatorship know as the New California Republic. Claiming to bring democracy while disarming its citizens, setting curfues, and declaring groups of people terrorists. Don't hold back support against them because of bad blood with others who hate them. Do it for the good of people and personnal benefits, all of you shall gain land from this, just not New Reno.

My gang alone outnumbers and outclasses all of the soldiers you have within fifteen miles of New Reno and we also have inside people who are deserting as we speak, they're between the ranks of private to leiutant.

And to the Gun Runners, do not continue to arm a nation that only wants to oppress rights that they say they enforce. You don't have to assist us but with the NCR collapsing New Reno is nearly the same distance away from the Mormons as the Mojave and the Khans. Setting up shop here can give you routes to all locations which will all be the same length.

Thank-you my friend. I will make sure that nobody in New Reno ever tries to mess with the Van Graff family from this point forward.

We are also willing to make a deal with House to give him 4% of all taxes collected for the next ten years in exchange for ten securitrons being sent to New Reno to defeat the NCR. This doesn't seem like much now but it'll pay for itself within the first two months.

I am willing to make an alliance but I am not willing to have him rule this city. The people in charge before me succumbed to the NCR's demands but I shall not. I will not allow anybody from any foreign land to have anything more than an equal say within New Reno. House wished to be head of our council and have a seat within a group that is completely unrelated to him. We are willing to deal with him, form a strong alliance, and allow his people protection when crossing through our toll-less territory but that wasn't enough for him.

And if these people all ally with New Reno we will not stop at just liberating Reno. We will liberate Klamath, Vault City, Gecko, the Den, everything in northern NCR. And Reno won't just take them over either. We'll kick out the NCR and then move on, allowing them to govern and rule themselves. However if any wish to join the Khan Empire, the Mormons, Reno, or Vegas there is nothing stopping them.

*Sighs, takes a sip of water, and clears his throat*

Fine. Mr. House will send securitrons will help New Reno overthrow the NCR, and will help fight against NCR in any other areas that The Bishops and Salvatores wish to see liberated. In exchange, the Van Graffs deal with us to equip the Desert Rangers with energy weapons, and Reno will give Mr. House 4% of all taxes collected. This is all on one condition. If House tries to expand to one of the cities that is liberated, and attempt to govern it in some sort, Reno will not in any circumstance be in a position to deny him. Reno is Reno, and doesn't have authority anywhere else unless they somehow expand their markets and govern another settlement. Mr. Bishop was clear that Reno wishes to be Independent, so Mr. House will leave it alone.

How is that for a compromise, Mr. Bishop, Mr. Van Graff, and Mr. Salvatore? My god, Reno is high-maintenance, isn't it? *Chuckles and takes another sip of his water*

Simon smiled, not unkindly.

"You'd be right in calling me an idiot, in fairness. I'm not a negotiator, I'm a [censored]ing door guard. Though no offence, but... what does that say for you?" Simon downed a glass of water - he'd had enough wine for now. At this rate, there would be a celebration at the Silver Rush.

"I have no quarrell with your terms. Mr. Bishop said these settlements would be cleared of the NCR, then left to their own devices. If you feel like moving in, or if they willingly want you to, then power to ya. So long as Reno is left to its Council. We'll supply the Desert Rangers for this army. I presume Cerulean Robotics is still ours, too?"

If at least 50% are accepting of House's rule then yes, that is fine.

But if a majority don't want you to govern then please leave them independant. Ok?

*With that, McNamara turns to the Novac representative*

"Ms. Zoe, since you have just arrived. I would inform you that the Brotherhood of Steel will be taking control of the REPCONN test site. Any and all citizens from Novac will not be allowed in the area past the main overpass entryway unless we give permission. If agreeable however, perhaps we could employ some the people from your town to help us with labor duties. There will be much scrap and debris to clear away and we could use the manpower. They would be paid in food and perhaps some limited amounts of low-class technology we recover from the site, which I imagine should be fairly equitable."

Alfred "Al" Accetturo - The Omertas

"Al?" A voice asked, almost unsure as to who they were speaking to. "Al, buddy, you awake? Cachino wants to see you,"

Just the sheer mention of Cachino's name caused Al's eyelids to shoot open, a sharp pain striking his head as he took in his surroundings. He was upside down, Tommy was standing above him, and a prosttute was to his left. "My god Al, do you ever have a normal night?" Tommy joked, helping Al to his feet. "I've had worse ones. Yesterday I woke up next to a guy, and enough psycho to give the NCR the courage to retake the Dam," Al responded, laughing even with the incredible pain pulsating through his head. After Al was standing upright, he checked his pockets for some caps to pay the girl. "Damn, I'm clean. Tommy, cover me this time, will ya?" Al asked, looking around for his fedora and glasses. Tommy sighed, pulling a couple casino chips from his pocket and tossing them at the girl. "Honestly, Al, you need to stop blowing all of your money on these hokers. Ain't worth it, and I usually me or one of the boys has to cover your ass,"

Al frowned at the accusation; sure, he partied, but he also did some work around here. Its just that most of his work goes to Cachino for his debt. "I told ya Tommy, I'll pay all of you guys back once me and Cachino are clean," Tommy gave a disgruntled look, unsatisfied with his answer. "Come on, were family. Family sticks together, ain't that right?"

Tommy sighed. "Yeah, Al. That's right. Just.. Tone down all this partying, ight?" Al nodded. After a few more minutes, he finally found his sunglasses under a pile of whiskey bottles, and his fedora under the passed out hoker. After placing both respective items on, he grabbed his long black coat from the hanger and followed Tommy upstairs.

"So, whats up with Cachino? Something go down?" Al asked, rubbing his forehead in an attempt to quell his migraine. "I don't know. He was really pissed off this morning when I came up. Said something about a meeting, and how his informant had dipped." Tommy replied, "Boy am I glad not to be that guy. No one betrays the family and walks away clean. Hope he gets whats coming to him,"

Al made a quick detour once they hit the main floor, heading straight for the bar and ordering a bottle of Grade-A vodka. As soon as it hit the table, Al swooped it up and downed it in one single gulp. Tommy, waiting impatiently by the stairs, hurried him along. "Come on, we can't keep the boss waiting," Al ignored him, ordering another drink. His migraine had subsided, so he decided to take this one to go. He told the bartender to add them to his tab and jogged over to Tommy and up the stairs, taking swigs from his vodka as he climbed.

After they reached the top, both Al and Tommy could hear Cachino yelling from across the hall. Tommy pointed at the door, "I think I'll sit this one out. See if the bartender has any vodka left," Al, grudgingly, made his way to the door. He knocked three times, and then entered. Before him, Cachino was swaying his sawed-off around at some Ultra-Luxe buffoon, wearing those creepy little masks of theirs. "WHAT THE [censored] DO YOU MEAN THE [censored] CONVENTION IS GOING ON RIGHT NOW? WHY THE [censored] DID YOU CONTACT US LAST, YOU LITTLE PIECE OF [censored]?" Cachino didn't seem to notice Al, so he just stood on the sidelines for the moment, watching the events unfold. "We attempted to contact you, sir. You simply didn't respond until just now. And may I say, your etiquette with guests such as myself is quite dro--" The Ultra-Luxe member was cut-off when Cachino splattered his brains all across the room. "Droll, yeah, I get that a lot," Cachino stated, staring at the dead body.

"Uh.. Boss?" Cachino snapped his attention to Al, who was standing at the door without a clue of what was going on. "Ah, Accetturo, just the man I wanted to see. Please, take a seat," Al obliged, walking over to the seat where the Ultra-Luxe employee was sitting. He pushed the man out of the chair, wiped the chair down a bit, and then sat. "Its good to see you. How have things been?" Cachino asked, pulling out a box of cigarettes. "Fine, Boss. I'm doing all the work you send my way, making sure its done right and all. Pretty hopeful that I'll be out of my debt soon, boss," Cachino nodded as he spoke, lighting up his cigarette. "Good, good. It seems that your "soon" is going to be turned into a "now" if you can handle my next assignment," Cachino stated, pulling out an extra cigarette for Al. "Smoke?" He asked. Al nodded, taking the cigarette and letting him light it for him.

"Now, It seems that the great powers of the East are gathering in one room to discuss political mumbo jumbo. This room, as the recent occupier of that seat just informed me, is at none other then the Ultra-Luxe. And its also occurring right now, and not a single Omerta is present to represent us," Cachino said, "That's where you come in, boy. I need you to go there and represent us. Me and you, we're like brothers, and there's no one else I'd rather have representing us and our interests then a true member of the family such as yourself. Do well, and consider your dept to me payed. If you fail.. Well, lets just hope you don't fail,"

Al's mind raced with thoughts. He had to represent his entire faction, in front of dozens of other representatives from factions all across the wastes? He wasn't sure if this was his kind of job, but if it meant that all the caps he owed Cachino would be payed off.. Well, it really wasn't something he could say no to. Al thought the whole plan over, but knew Cachino probably had specific requests . "So, I just go there and represent us? Am I supposed to offer things? And what should I ask for?" Al inquired, taking a hit from his smoke. Cachino frowned at his question, hoping the young man would know the answer. "Alphred, come on now. Just ask for what you think would be best. Try to make deals with West-Side and Freeside for more territory, ask House for some new gadgets, I dunno, just don't come back here empty handed. Now go, your already a couple hours late. Tommy and Frank should be waiting for you outside. They'll be your escorts,"

Al nodded, standing up and dusting himself off. "Remember Al, your life depends on how well you represent us. So make sure to keep your.. What did that moron say .. Etiquette up? Yeah, etiquette," Cachino shouted as Al walked out the door. "Will do boss," He shouted back, tossing his smoke aside and stepping on it. He hurried down the stairs, his mind focused on getting to that convention as fast as possible. He raced across the casino floor and quickly open the front door, stepping outside and meeting up with Tommy and Frank, both of which were holding some of the new Tommy Guns House had sent them for staying loyal. They handed him one, and Al gladly accepted it, holstering it on the back of his coat. "Where we headin', Al?" Tommy asked. "Ultra-Luxe. Lets go make a good impression, boys,"

"I'm sorry sir, but even if you are who you say you are, I cannot let you keep your weapons. Ultra-Luxe policy," The greeter stated, staring down Al and both of his associates without a second thought. "We're Omertas, Pal. We don't answer to no-one. Now step aside before I blow your [censored] head off," Frank announced, raising his Tommy Gun. "I suggest your drop the weapon, Sir, or this little incident could get you kicked out of the convention. Which, might I add, you are several hours late for,"


Al's eyes widened at the mere mention of losing his one chance of getting rid of his debt. "Frank, settle down. I apologize, Mr. Greeter man, on my associate's behalf. There must be a way we can settle this peacefully, where both sides are happy," The greeter looked up and down at all three of the men. "Very well. I'll allow that thin one on the left to keep a SINGLE weapon handy. As a common courtesy from the Ultra-Luxe, to the Omertas. Is that fair?" Al looked back at Tommy, who seemed just fine with being allowed to keep his gun handy. "That'll work. Hand over your gun, Frank," Al responded, handing over his weapon. Frank agreed, mumbling a series of curses under his breath as he was separated from his gun. "You'll get these back at the end of the Convention. Now, right this way, to the Elevator,"

Within his two escorts at his side, Al entered the convention room with a certain confidence about him. His fedora hung high, his suit somewhat clean, and his migraine erased from memory. After the hassle at the front-desk, Al needed to make sure both his boys stayed on good terms with the Ultra-Luxe clowns. He tried to take a seat as far away from any of their guards as he possible could, then promptly introduced himself.


"I am Mr. Accetturo, representative of the Omertas and of my family. I shall be speaking here on their behalf," He stated. "I apologize for my tardiness. It seems we were only recently informed of the meeting today, so I needed a little time to prepare. How have the proceedings gone so far, gentlemen? Anything I should know?"

Of course. While Mr. House is not a fan of democracy, he won't force his rule on the people who really dislike it.

He's waging his own war with the NCR, he doesn't need another one on his hands.

Oh and I remembered one other thing, if we are allowed to occupy Mormon Fort with you then we will be willing to give the Followers 3% of the income we will be receiving from our Farms, Chairmen Trade Agreement, and Gun Runners agreement. Of course I would hope that this money will be used to benefit those in need. So deal?

Good, we will send some medics to Mormon Fort ASAP. Anyways I would like to offer the Reno Families any help that my people can provide, considering this plan for a rebellion has reached the point of no return. There is just one stipulation, you must allow the Mormon's to set up a small church on the outskirts of Reno, attendance is of course voluntary and I believe that this is a pretty benign term that you should find agreeable.

I am not sure, unfortunately my group of Mormon's left Utah before reaching Zion. However I may be able to get in touch with Zion and pull some strings. It'll cost a pretty cap, so it might be more trouble than its worth.

The ambassador looks at the gun runners representative and tilts his head in acknowledgement "that would be agreeable, the NCR would like to put in an order for an increased amount of. 308 rounds and hunting rifles with extended magazines and custom bolt action" he clicks open the briefcase on his lap and slides across an order for, before turning to face the families of reno "then perhaps you don't mind if we declare the whole city a terrorist country and razed it to the ground, no quarter given or perhaps you would prefer to stay under NCR jurisdiction" he smiles and waits for a proposition.
Charles Bailey - Gun Runners

Alright we usually would have charged you 3500 for a rifle like that, but we're going to have to bump the price up to 4200 per gun, still lower than a civilian would pay. Ammunition will run at the same price. I would also advise upgrading the standard M16 service rifle to an M4 Assault Carbine, much more effective in every way.

I'm afraid not, you see when New Canaan was sacked the survivors kind of split into various groups. I got the honor of leading one out of Utah and into Northern Nevada. Last I heard the Zion group had gotten involved with some tribes.
