I don't see it here, but magicka regeneration bonuses don't get applied during combat which is pretty stupid. That's when you want it the most.
Actually, the bonuses
are applied, but then the total magicka regen is reduced by a large percentage. If you remove all your regen items, you'll notice that in combat you regen ever so slightly slower. I tested it with a stopwatch and there was a good 2-3 second difference in regenerating 100 magicka points.
I'm not sure if it's a bug or if they intended Magicka to regen slower in combat to make you use potions. Hopefully Bethesda will clarify this.
I believe something similiar happens with stamina but I'm tired of doing Bethesda's job for them so I'm not going to test it.
I dont know if its an actual problem but the game acts like I put it in for the first time telling me about the HD and having me press ok to continue than loading trophies every time I start the game. I never had a game ask that every time i start it up but Skyrim, Modern Warfare ask me but that was when I first put it in, now it doesnt Tell me about the autosave and load trophies. But Skyrim seems to do that everytime i start it, not a real bothersome but maybe its related to why the game has framerate issues.
This is normal, if annoying, for many PS3 games. Street Fighter does it, all other Bethesda games do it... usually it's badly ported games.
Quest related bugs I have noticed so far:
The Bards College -
Finn's Lute: Return an invaluable lute to the Bards College. Even after retrieving this item it isn't removed from your character's inventory. (no fix)
Pantea's Flute: Find a missing flute for Pantea. Pantea Ateia's flute is not removed from your inventory after retrieving it. (no fix)
Rjorn's Drum: Retrieve a drum for Giraud Gemane. Not removed after turning it in either. (no fix)
Miscellaneous Quests -
Collect bounty from skald - The bounty can be collected, however the completion command doesn't initiate. (no fix)
Confirm Bard's college problems - exactly as you said.
Collect Bounty from Skald - also exactly as you said, my description of it is in the OP and it's been confirmed at least twice by other users. Thanks for further confirmation

Regarding Other Bugs People Have Mentioned Here
(Since the Multiquote doesn't work - seriously can Bethesda do anything right?)
* Dropped item locations are indeed remembered where they were 'dropped' from your inventory, not where you 'move' them to, which is why everyone's decorations all fall over.
* Sneak mechanics are broken for me too. My 'perfect stealth' character gets spotted by a rat's backside in the dark from 20 miles away... oh yeah, and my horse notifies enemies of my position too. Genius.
* If you're hidden and order your companion to attack someone, they immediately know where you are - even though you're still hidden.
* Sometimes NPCs come from MILES away to see a dead dragon... like, so far that they couldn't possibly have known it existed. I had an NPC from Dawnstar come to look at a dead dragon at Riften... he was a quest-giver, too.
* Horses are in fact lemmings. They should flee, not fight. This is the easiest fix in the world for anyone that's used the construction kits from previous games.
* NPC followers step on trap switchplates even when you walk around them. If this can't be fixed, just make them not trigger any... it leads to horrendous stuck character situations.
* Conversely, NPS will never risk fall damage, even if the drop is tiny. This leaves them trailing behind you by miles most of the time.
* NPCs forget which weapons they're good with when they level up to a certain point. They'll equip shoddy wooden bows instead of elven etc.
* NPCs cannot ride horses. This is just plain laziness by Bethesda - if I own two horses and have a companion, I expect my companion to USE it. Failing that, make my companion ride 'shotgun' on my horse. Just put a stop to them walking behind me, it's hopeless. I was able to mod the first suggestion into Oblivion, so I'm sure it can be done.
edit:
Note for the people who get crashes on autosave or constant random crashing, even with new characters:Delete your game data (not your saved games), clean your Skyrim disc and re-install. Then reinstall the patches, and use a LAN cable rather than the wireless when you download them. Occasional crashes are normal, constant ones are usually down to corrupted data.
