The only way to do it would be to set it before that flu that wiped out all non Argonian races and make the plot of the game centralize on that. Similair to morrowinds plot.
I'd like to be able to *become* god-like, but through a huge amount of effort and work. I don't like the idea of being the "obviously superpowered" type from the beginning. While I like skyrim, I really didnt like that right from the start I was better than everyone else.
Or Simply because the Imperials did make it more Hospitable (seen in the Argonian Account Books), at least on the roads, cities & towns. But what's wrong with that?
I think It'd be awesome to find the whole Environment trying to kill you if you go too far off the roads.. what a Challenge!
I don't see this as a major impediment. Yes, there would be a majority of Argonian npcs in the inner swamps and a mix of everything in the numerous border towns, so what? In Skyrim there are Nords everywhere and just a few Argonians packed together in Windhelm. The major guilds' presence and the (possible) foreign troops depend heavily on the selected time and story, and they would be mostly in the habitable border cities. Most of Argonia's cities are actually on the border http://images.uesp.net/a/a2/Black_Marsh_map_Oblivion.jpg and I assume there is enough border and sea traffic and trade expeditions from other provinces.
The hero would be able to enter the core land (possibly with followers in a party) because that would be part of the story. In a series of godlike protagonists and high fantasy, it wouldn't be so far fetched a hero that can overcome some diseases, or gain some temporary immunity, or even ally with the Hist regardless the race if that's coherent in the story. In Black Marsh I think the most capital will be the story, if they get the story right it shouldn't be very lore bending.
I think Elsweyr and Valenwood should be in the same game, they're both supposed to be small providences, so if you were to put them both together you'd have the same amount of land being taken up, just 2 very different environments. Rain forests and deserts in the same game would be awesome, especially if they made it so you could actually climb the trees in Valenwood, and make it so the sands changed in Elsweyr (because in real deserts the sands constantly changes).
Also, if you added the hardcoe mode to Elsweyr and Valenwood like you did in Fallout: New Vegas, that'd be awesome.
One of the main reasons why I'd like Elsweyr and Valenwood to be in the same game is because they've had a lot of history together, to put them in different games would be like... making a double dragon game but only having red's story lol.

Please, stop using the Scale of other Games Prior with the map, Elsweyr in it's own game can be the size of Cyrodiil in Oblivion if they want it to, nothing more lore breaking than it already would be. Making 2 provinces in one game only creates less depth into both of them, That's not too much of a good thing if we still have yet to even implement all Lore into the single Province games. Let's not evade from achieving that.
I don't see it this way, history together is one thing, showing both societies in one game and making them justice form a lore standpoint is another. I'm sure the Khajiit/Bosmer relations will be well depicted in both provinces separately. The Khajiit have so many subraces that I can't imagine them properly implemented in a normal dev cycle of 4-5 years, let alone in a two cultures mixed together game.

In what way? it doesnt break any lore, it introduces some. Every game introduces new lore and new heroes, what's wrong with this? We know basically nothing about Argonian lore, much like we didn't for the other games when they came out. The Nerevarine prophecy was made up in Morrowind, and the Nerevarine was immune to diseases.
