Training EVs is the by far the easiest part of raising a competitive pokemon.
After you get those "power" items (power brace, power anklet, etc), it's extremely quick compared to getting the more expensive TMs from BP and such. If you happen to have the Pokerus it's even easier.
Every pokemon you fight grants a certain amount of EVs. A Magikarp for instance gives 1 speed EV. Equip a pokemon with a power anklet and it gets 4 speed EVs every pokemon it fights. So if you give a pokemon the anklet, and have it fight a Magikarp, you get 5 speed EVs. If you have the Pokerus, that doubles to 10 speed EVs per Magikarp.
Let's say I want to raise a pokemon with max speed and special attack EVs.
In Diamond and Pearl, there's a trainer on route 205, right outside of one of the cities, with 5 Magikarp. I use the versus seeker and just annihilate the 5 Magikarps 5 times for 250 speed EVs, then remove the power anklet and use my old rod in the nearby water to fight one more Magikarp for 252 speed EVs.
Then for special attack I beat the low level Gastly at the Old Chateau in Eternia Forest. I just walk around getting random encounters. Seeing that I have a GBA Pokemon game in my DS, Haunter sometimes appear too, which would give me 12 EVs instead of 10 (seeing as they normally give 2 instead of 1). And I just defeat no more than 26 of these sub-level 20 Pokemon for full special attack.
Here are all the locations I use in Diamond. 3 of five utilize the Vs. Seeker.
HP - I use the versus seeker to defeat the cowgirl south of Solaceon Town (under the two trainers walking in a circle, at the top of the sand-ramp thing) who has five Bidoof.
Attack - West of Sunyshore City, I use the versus-seeker on the first fisherman on the westmost beach and the the trainer just west of the beach by the tall grass. The fisherman has two Gyarados (24 attack EVs if you have the power item and the pokerus), and the rich kid has a Luxio (12 attack EVs with the same). The pokemon are high levels, but just put the one being trained into the first spot and switch to a stronger one to defeat it, and switch back between the two Gyarados. Also I suggest the pokemon who defeats the Luxio be holding an amulet coin as this allows the rich kid to single-handedly funds my coin-buying habits for TMs at the Vilestone game corner.
Defense - There's a small cave just south of Vilestone city with Geodude and the lower-level Hippo Pokemon, both of which will give 10 defense EVs with the held item and the Pokerus.
Special Attack - The previously mentioned Gastly and Haunter (with a GBA cartridge) at the Old Chateau in Eternia Forest.
Special Defense - The slowest stat for me (I probably just need to find a slightly better spot) but it's still not too bad. Surfing right above Sunyshore city yields Tentacruel (12 EVs) and Mantykes (10 EVs), but you have to run from Pelipper which give DEF (which is what makes it slower).
Speed - The Magikarp trainer just west of Eterna City on route 205. The second one from the right. He faces right and is slightly farther north on the bridge than the others. I believe that's the right guy. Anyway he has five Magikarp. You could also just surf them up with the old rod anywhere, but the trainer with five is a little faster.
