Is this alright with everyone? I can't imagine the Blades are still functional without an Emperor right?

Advantages:

- highly trained Legionary infantry
- highly organized both militarily and otherwise, allows for quick orders, etc
- home of the famed Imperial Battlemages
- Imperial City is center of the former Empire
- despite loss of all provinces, still incredibly wealthy
- home of the Arcane University and strong Fighters Guild centers


Disadvantages:

- Legion strength suffered greatly with loss of provincial recruiting grounds, especially of Nords and Orcs
- weak cavalry arm as aristocracy is more urban-centered with little need to own horses for war
- Imperial Battle College is no longer operational so numbers are small
- emigration of races has left Fighters Guild mercenary numbers low and has reduced the number of mages in the Arcane University
- Imperial City object of legitimacy for future rulers


Maybe let people have their closing statements/storming away temper-tantrums before skipping ahead a little? I assume we are skipping ahead to later tonight since everyone has meetings with everyone else?

The Blades served the Emperors, since there is no Emperor I'd imagine they're just sort of covertly floating around, staying low since some in the Cyrodiilic government might actually perceive them as a threat. IIRC Mede had his own secret service group, some latin titled guys.

Advantages and Disadvantages for the Bosmer

Advantages
-The Bosmer are well suited to scouting, meaning that they are often well informed in battle.
-Their skill with a bow is well known amongst the races of Tamriel and their armies exploit this.
-The Bosmer have an innate ability to control small animals, admittedly these animals are not fearsome on their own but in large numbers they can be overpowering.
-Their mages are skilled in the arts of Alteration and Alchemy, using it to their advantage.
-After years of fighting in the tropical forests of Valenwood the forces of the Bosmer are skilled in guerilla fighting.
-Because of their weak front-line troops the Bosmer have developed unusual fighting styles and somewhat unorthodox tactics.
-The Bosmer also have the ability to perform a ritual which turns any participants into unholy monsters who kill anyone within the area.

Disadvantages
-The Bosmer are not known for their strength and this is shown in their forces, they lack any real heavy troops, relying instead on their archers.
-They have no battle-mages what so ever, lacking any offensive magic.
-Their trained army core is very small, when it comes to large scale war they conscript as many of the populace as is possible.
-The transformation caused by the Wild Hunt is irreversible, leaving behind many twisted monsters that are either long-lived or immortal.
-The meat mandate forces the Bosmer to only eat meat and to consume the flesh of their fallen enemies.
-The Wild hunt is only used as a last resort and many Bosmer fear its power.

So would it be safe to say that perhaps a portion of them stuck around to continue to serve the Empire, perhaps under a different name and instead of serving the Emperor directly, they now serve to protect the remnants of the Septim Empire?

I hope this is good enough for the High Priest of Malauch, Abgorn:

Name: Abgorn gro-Ogdub

Race: Orc

Age: 48

Birthsign: The Atronach

General Appearance: Abgorn stands at about average height for an Orc and is a bit less muscular than most of his race. His dark green skin is covered with elaborate tattoos dedicated to Malacath. He has a scar across his face, gained in a battle with a "heretic". His head is compleatly shaved.

Clothing: Elaborate yet strange green and black robes with a hood that casts a shadow over his face, which is partially created using magic. While wearing the hood, the only really visible part of his face is the eyes.

Weapons: An elaborate daedric staff and a dagger, both for ceremony more so than battle.

Personality: Fiercly devoted to Malacath, Abgorn furthers his religious influence through his wisdom. He believes that the Orcs will forever be outcasts, but takes that view positivly. He is not afraid to conduct any of his outlandish ceremonies or rituals in public, not caring about any disgust given to him because of the fact.

While he is a religious leader, Abgorn prefers to be more of an advisor, aiding other leaders of his people. Like most religious leaders, the Orc has a natural charisma, and seems to attract attention when out in public. At least with the Orcs, he publicly is well-liked.

In private, Abgorn can be even stranger than in public. He openly criticizes those who he believe do not respect Malacath, are poor at leadership if they are a leader, or do not properly fulfill the roll they claim to fill. At the same time, The Orc will admire those who he believe deserve it. One major example of this would be Ghoragdush, whom he believes is the Champion of Malauch and destined to rule his people.

The High Priest of Malauch can be rather difficult to predict, since he can be passive one moment and agressive the next. This causes some to believe he also worships Sheogorath, while he does not.

Background: Unlike most Orcs, Abgorn did not seem very talented in battle. At an early age, his parents saw this and gave him over to the Cult of Malauch to be trained as a priest. Found to be quite talented with magick, the young Orc quickly rose through the ranks of the cult. At the age of 20, he became a fully trained priest and truely began his rise to prominance in the Cult

For several years, Abgorn conducted most of the services a priest of any kind would be expected to provide, such as healing, marriage, and guidance. He eventually, for a short time, became the personal advisor of King Shurgak. The Orc gained renown after killing off a band of 'heretics' in Orsinium, who worshiped the Nine instead of Malauch. With this, Abgorn was given the title of High Priest of Malauch. With the title, the Orc recieved the ebony staff carried by all High Priests.

After becoming High Priest, Abgorn stoped being the advisor of King Shurgak in order to do his duties to Orsinium. Known as a talented daedra summoner, the Orc keeps a guard of permanent daedra at his Grand Shrine, and commonly travels with them. He also, after a long and difficult ritual, bound a daedra to his staff, which is now a symbol of his leadership. He also bound a daedra to an ebony dagger given as a gift from King Shurgak.

Abgorn became interrested in Ghoragdush after hearing of him at the Orsinium Palace while the king's advisor. After meeting him in person, Abgorn had a feeling that Ghoragdush was destined for greatness and shared his opinion with the Orc when they met a second time. The two developed a loose friendship of sorts, though Ghoragdush likes Abgorn quite a bit less than the priest does the general. Lately, Ghoragdush asked Abgorn to summon Malacath in order to truely gain his favor. Of course, the Orc accepted.

There might some who still hang around. Maybe some went on some doomed-to-fail search of a lost Septim heir on their own, others might be looking for signs of new dragonborns (isn't that what they're supposed to be doing according to the stuff known from Skyrim?).

Here be a more indepth advantage-disadvantage thing for the Bretons.

Advantages:
Bretons have a natural affinity for magic that tends to go hand in hand with their inborn resistance to many of its adverse effects;
The majority of the nobles and the gentry, as well as a fair chunk of the commoners, have at least some experience in warfare – until very recently, High Rock was in a perpetual state of war, border raids and armed disputes between various nobles being a daily event, this being particularly true in the Western Reach and thus the people of the Kingdom of Evermore being well known for making some of the better warriors among the Bretons;
Many knightly orders serving various lords that were once (before the Warp of the West) independent rulers provide experienced soldiers that, most importantly, are well used to fighting together as a unit;
Bretic knights, whether members of an order or not, are not only some of the most powerful heavy shock cavalrymen in Tamriel, but also versatile and finely equipped warriors when it is required of them;
Due to the weight carried by land in Bretic society and the need to secure it with increasingly elaborate fortified centres, Bretons tend to make some of the best military architects and siege engineers in Tamriel, experts in not only designing fortifications but also machines that bring them down and then crewing said devices.

Disadvantages:
Despite the fact High Rock presents the facade of unity at present, the Bretons are still very much a divided people and not only on the grand level of the five different kingdoms – loyalty to one’s immediate lord tends to take precedence over loyalty to the king, whichever king that may be;
With the dominant position of the nobility and their near-monopoly on warfare, disputes between nobles are bound to affect the army strongly, usually fracturing it, and even when there are no outstanding issues any larger levy isn't guaranteed not to turn into a tool for the privileged to use to gain an advantage over one another or their sovereigns;
Though many Bretons may be familiar to the feel of weapons in their hands, the majority of armies are formed on an ad-hoc basis and lack unit coherence unless kept in the field for a long time, which in turn might make it unwieldy and the soldiers prone to desertion;
A call to war is never guaranteed to succeed entirely - some noble magnates might decide the cause unworthy or even detrimental to their personal ambitions and it may take quite a lot of persuasion until even the middling lords with their bannermen agree to back an offensive campaign mostly beneficial to the king.

Fix'd. Have to say that it was a bit funny how Camaron went 'compromise or war' and the other vocal part of the room pretty much went 'yep, war's unavoidable'. Shows how succesful these negotiations will be :P

EDIT: @UnadoringFan: That speech directed at your Dunmer was not by Ocato, but rather by Ignatius. another one of my characters. It just seemed to me that you thought Ocato got angry at everyone but it wasn't him. He was sitting quietly and defeated at that point :P
