Both sides in the civil war is pro-mankind, so pick your poison if that is the sole criteria you have.
Seriously though, don't you think the nords are more orcish than the orcs? I mean, with all the prejudice against other races and the NORD SMASH attitude. At least the orcs have good reasons.

Orcs are usually brutal and hate everything non-orc, just like elves always have pointy ears and are made of sugar.
That is a huge overstating of what is actually going on. The Nords aren't the most welcoming to outsiders, no one is disputing this, but in Tamriel they are nothing out of the ordinary. The NORD SMASH I think is an oversimplification. They are proud of their tradition as a warrior-people, and continue to be one. And there is a civil war going, in which they have to decide whether or not they want to continue to be a part of the Empire, and fighting for their side. Many would also have a thought or two on the coming conflict withthe Dominion, regardless of which side they support. Yes, this is true even for the Stormcloaks, as Ulfric, Galmar and every camp commander describes the same 3 goals: 1) Free Skyrim from the Empire, 2) Rebuild Skyrim toa strong independent nation, and 3) Take the fight to the Dominion.
