Since the last two were wood elves another wood elf seems the way to go but I guess it’s not mandatory. So are there any annoying npcs in Skyrim that people are going to me making post of and vids of killing? Some npc that will become infamous if not legendary in time.

Pretty much every kid in the game. All they do is talk [censored] and you can't do anything about it.
