Is there any polearms, jousts, flails, big reapers in Skyrim without modding or with modding?

Not in the vanilla game.

Probably mods that will offer this, just gotta surf the Nexus or the Steam Workshop if that's more of your thing.

Not without mods. The most endorsed weapons package on the Nexus is Immersive Weapons. It has at least some of what you're looking for and whole lot of extras.
