Hello. Is there any way to limit fps to like ~40 at max? It would improve my game performance for now till Bethesda releases a patch that fix all the issues.

why to 40 though? you can do 30 if your monitor is 60hz I guess through Nvidia control panel or ATI catalyst

You can use NVidia Inspector to limit the FPS to whatever you want. Another program you can use is MSI Afterburner to limit frame rates.
