Are there any events when you wish you really had a high skill level in Speech and Barter?

Question 2)
In order to get the Gobi Sniper Rifle, you MUST have a Lockpick skill of 100. There is absolutely no other way to get that rifle.
When in the game is a high skill level for Speech and Barter required in order to do something? (there is no other way)

Not so much barter, but I shoot for 80 then use the skill books to get a temp boost whenever I need it. Seems to be working so far.....

1 - I've never run across anything over 80 speech.

2 - lockpicking is used a lot more and agility is used more that charisma. There is no speech use that gives you a Gobi.

The only thing I encountered in 40 hours play time that required a speech skill of 100 was when I was defending Hoover Dam for the New California Republic. I was told to go to the Legion camp and kill a leader there, but I convinced him with speech (100 required) to retreat without fighting me.
