I think you've managed to play through that quest in a way not intended/thought of by
obsidian and it has kind of screwed up the quest. In order to turn Curtis in, you have
to catch him in the radio tower, but he's not going to the radio tower because you've
already agreed to help him blow up the monorail, hence why you have the bomb.

Indeed, I apparently talked to Curtis before I caught him at the tower and, based on trying to incriminate him when we did talk, now I am stuck with a quest to blow up the monorail despite my consistent work AGAINST the Legion and desire to keep the monorail in operation. I don't keep nearly enough saved games to go back. Is there a cheat to reset the quest so I can play this game out in the role I've been trying to build up these past few weeks?
