I'm not sure exactly what you're asking, but..
New voices... no.
New AI... no. Although there are mods that create a lot more interaction with the NPCs (via scripts or dialog)

Up to Date... that's what most Texture/Mesh/Icon replacers are, they seek to enhance the standard files of the game. MGE allows the game to have dynamic water, shadows and sun shafts. It also let's you use shaders and bloom effects. While MWSE is not really an update to the scripting language, it does enhance what can be done with scripts. Also an update of sorts would be the Code Patch, as it corrects some problems within the code of the game itself.

As for "Simpler"... no idea what you mean by that.

Simpler combat. Not 27 skills. Fewer skills.

There are a couple of mods for new voices for important characters (e.g. Vivec, Dagoth Ur, Lich Barilzar) but you are probably talking about voices for the written dialogue.

So no.

Also, Morrowind's combat is pretty much as simple as it gets.

P.S. : The pure, raw combat is not the skill system and whatnot.

You cannot mod out the Skills to make the game simpler, nor can you make new Skills. They are hardcoded into the game.

Maybe you'd like to check out http://planetelderscrolls.gamespy.com/View.php?view=Mods.Detail&id=2030. It changes the way the leveling system works, so Skills and Attributes level "behind the scenes" and there is no more Level-Up screen or multipliers. That's as close to altering the Skill system as you'll get.

This is like asking what is there to do in modding. The best thing you can do is find out for yourself.
