I don't think there is, but just to be sure; is there faction armor that sets Strip reputation to neutral?

I'd suggest using either an NCR armour or White Glove attire.

Putting on NCR armor resets your reputation to neutral wth the Strip, Freeside etc. If you change your faction while wearing it by attacking guards or people it will stay changed until you remove the armor. Replacing the armor afterwards resets it to neutral again.

No. The Strip is not a faction. The Powder Gangers, New California Republic, Caesar's Legion, Great Khans, Brotherhood of Steel and White Glove Society are official factions. Wearing one of their armors/clothing will reset these factions to neutral reputation. The Strip is one of the towns you can get reputation for, like Novac, Freeside or Goodsprings. They are not affected by faction armor.

The only way to lower your Strip rep is by doing bad things there, like shooting up a casino.
