Carrots and dirty water should generally be available from general and food vendors. Try the Drumlin Diner, or a couple different stores in Diamond City Market. Carrots, BTW, you can just plant and grow in any settlement. Even if you're not setting that all up, you should at least have access to the workshop in Sanctuary Hills, meaning you can plant stuff there.

In the water north of Sanctuary. Just cross the bridge back to the Vault and make a right. Stay at the water's edge and you should come across a few.

There are also some at Swan's Pond and wherever the Diamond City chem dealer sends you to look for mutated ferns (don't remember the name).
