The armor the Ordinators wear is called Indoril Armor.

Not Temple armor.
Not Tribunal armor.

Indoril armor, specifically.

Therefore, that is a symbol of House Indoril.

The symbol of the Temple looks similar but not identical. It's easy to find because it's on the http://www.gametab.com/images/ss/pc/1177/box-l.jpg

It's possible I'm wrong about the cover of Morrowind being the logo of the Tribunal, but I'm pretty sure the Ordinators use Indoril armor, which would logically bear the Indoril logo.

Which of course would be the same as the logo of Almalexia since she was the Queen of House Indoril in ancient times. There's no reason there has to be a conflict there. They could use the exact same logo.

the ordinators do serve the Temple...so maybe they do use the same symbol, it will still look rather nice on a cape, depending on what type of cape it is...if it covers the shoulder like Ezio's like in AC2, it would be Epic(but you'd have to go without a pauldron, oh well it'll be a pauldron...will it?)

so it really dont matter whether its temple or Indoril, its the hand, and it looks snazzy..

it is called "http://elderscrolls.com/games/morrowind_armor.htm" because most ordinators are from House Indoril. The symbol on the cover of Morrowind is the Septim dragon seal, and has nothing to do with the temple. According to the http://www.imperial-library.info/mwbooks/poisonsong.shtml#3, the crest of the Indoril is a wing.

Regardless, this is the closest thing we have for a symbol for House Indoril. It might as well be, since the devs chose to use that hand symbol for the Tribunal expansion as well. With Indoril being the most conservative and religious of the five Houses, it would logically follow that their symbols would include more religious references than most of the other Houses, so this might as well be a symbol of Indoril. It could believably represent House Indoril.

It might not be their official symbol or anything, but it's quite clever when you think about it. It combines the diamond that is used by the Dunmer people a lot, and incorporates a symbol of Akatosh, the Dragon who was broken when the Tribunal became gods. Maybe I'm reading too much into it, but you could easily say that symbol represents the Tribunal or their Apotheosis from a certain point of view.

see edited post, found official source as to the crest.

reading way too far into it. the tribunal could care less about the dragon break, and the dunmer people don't even know about it. besides, its all over imperial paraphernalia.

I guess I'll concede the point because of the Poison Song - although since many Indoril members are also Temple devotees, it seems logical many of them would use the Tribunal symbol as well. It's also possible but unlikely that the symbol of Indoril changed since the events depicted in that book, but you're probably right.
