I'm pretty sure it will be like Oblivion's robes (sadly), but not the armor.

And out goes the unarmoured mage, if you are restricted to boots, gloves, robe and a ugly hood as unarmoured while armor might get more pieces than in Oblivion you will stand significantly weaker as you can enchant fewer items.
Only reason to not use armor in Oblivion except for role playing or to increase difficulty was to use mind control on high level enemies.

However this should be pretty easy to divide up for many outfits as long as we keep the upper and lower body slot.
However my paranoid mind tells me we get boots, gloves, and body, this is not like fallout as its two slots more, the benefit for the designers is that they don’t have to make sure all lower parts fit with all upper parts. The clothes in Oblivion was easier to fit than the armor as almost all upper body armor came below the waist.
