I think Bash only incorporates such things when there's no detriment. All four of those mods listed have detriments if you don't like the effect, but things like black screen bug fixes, or bow crash fixes, are purely bugfixes.
If WB started to implement small mods into itself, where would it end? Many small mods can already be merged, meaning no esp slot use, and mods that can't be merged can't me merged for a *reason*. The UNIX approach to software design is a good one - do one thing, and do it well. Obviously WB does much more than one individual thing, but everything it does it about managing mods - if it starts being a distribution platform as well, then quickly we'll start to have issues.
