Is there a way to select from a list of towns instead of scrolling all over the map?

Why is it a problem to scroll the map? Easy enough I think :shrug:

This should probably be in the mod section given the title. As for your question I have no idea because I do not have access to mods. I can tell you though that there is no way to do it in vanilla.

Less Annoying Magic Experience aka http://theelderscrolls.info/?go=dlfile&fileid=219/ has teleportation spells like this.

No, because the fast travel system is not for towns, but every 'found' map marker.

Travel service providers in many locations (Outside all towns for instance) which offer the services of travelling to a select list of other towns.
