Is there a mod or console setting that makes it so you can't just walk through dead bodies? I want dead bodies to physically react when the player or NPCs walk over them.

Well walking through them, no, but they already interact with other collision objects. So yes, you can use their head to bowl a stack of milk bottles on Rivit City flight deck.
