Yes, because if you launch one grenade, and it ends up knocking opponents down, all you have to do is fire one or two more to kill them.
I can't exactly credit the weapon for being balanced enough when you will have people spamming their grenade launchers in multi-player matches.
Dying randomly and almost instantly is something I thought we were trying to get away from.

It also means you cannot be a light, which eliminates a third of the player base already. If you're a medium, it also means it will not only be the less powerful version, but it will occupy your primary weapon slot, meaning your secondary will limited to thing lights are able to use, lessening your versatility. Even if you are a heavy, you still have to contend with the fact the grenades do not blow up on impact like Call of Duty, but instead are on a timer (this one I'm not quite a sure about, but I'm pretty sure I heard it mentioned), not to mention you'll move slower due to being a heavy.
If Call of Duty had these tradeoffs, instead of simply giving up an attachment slot on an assault rifle (ACR, FAMAS - two overpowering guns to begin with) I doubt they would be as highly represented. Because honestly, in Modern Warfare 2 I would use the F2000 with the grenade launcher simply because there was nothing else I wanted in its place (had a OMA class with a silenced weapon when I needed it).
