Meaning is there a large humanoid creature that would occupy structures, eat and hunt humanoids that live above ground

Are oblivion ogres too similar to skyrim trolls

On an largely organized basis? No. Alinor's war goblins (that we face in Tribunal) are close, but they're controlled, trained, and not something you'd randomly encounter. Most other goblins are far to small and diminutive to really count, even if they on occasion attack villages. Ogers fit the aesthetic, but they seem more solitary then living in groups, and again are extremely primitive. Trolls are really more like wild animals then anything else.
