Is there support for Russian Language in CS?

Umm.. Yeah. That's about it. I've downloaded a couple of mods in Russian, but the text just shows up as total gibberish in game and in the construction set. Is there a way to get Cyrillic letters for the construction set so that it can be translated to English?

Does it show up as gibberish as in the modder didn't translate correctly or as in you can't read Russian at all? If you can't read Russian you shouldn't have gotten the mod in the first place..

No. Gibberish as in "These letters don't make any sense at all." I'm fully capable of reading Cyrillic script, it's just that the game and construction set don't have it (as far as I can tell). So I'm wondering if there's some sort of a patch for that.

If you're just looking to translate the mods, see if http://www.gamesas.com/index.php?/topic/1033617-relzbeta-tes4view-tes4edit-tes4trans displays it properly.

I don't know if a patch exists. I've heard mention of a Russian version of the game, could that be what people are using? Do the mod readmes say anything about requirements?

Maybe you have to install some cyrillic font?

Edit: I have a similar problem in Outlook when I get mail from someone from Russia sender's name is shown like ???? ????. Even though I have installed some cyrillic fonts.

The TESCS is a "legacy application" (by Microsoft's definition), which doesn't use the correct Unicode libraries (default for programs since Windows XP, that is, 2001). Try to use http://www.microsoft.com/downloads/details.aspx?familyid=8C4E8E0D-45D1-4D9B-B7C0-8430C1AC89AB to run it in a "fake" Russian environment. It somewhat-works for Windows Vista and 7 too, though not sure if there isn't a better way there.
