from what i gather, the divergence in the timeline is mostly jsut the fact that in the real world, we developed microprocessors and stuff, making electronics much smaller and portable. In the FO timeline, more emphasis was on harnessing power and energy (hence fission batteries, fusion reactors in cars and motor bikes etc). Thats why all the electronics and stuff look old, clunky, and big. Because they have no way of making thier tech smaller, Just more powerful instead. But i could be wrong
Well, there's also the fact that the Apollo missions weren't done, and rather it was the 'Valiant 11' of the United States Space Agency that landed on the moon first. It was also http://fallout.wikia.com/wiki/Carl_Bellwho was the first man in space in 1961. Differences, but not huge ones, I know.
But then we find out that it was 2020 when the last rocket to go to the moon was commissioned by the U.S. government: the Delta IX. So presumably, in the Fallout timeline, humanity kept going to the moon until 2020 at the earliest, rather than scrapping the lunar program in 1972.

More than likely its on the mural because The U.S. is number one! They made it to the moon first and have never lost a war. Take that communism!
Although in truth its possible multiple Americans died going to the moon, there's probably a situation similar to Apollo 13 where the crew landed on the moon but didn't make it back or probably incidents similar to the challenger disaster.
