Is there a way to create blank lip syncing?

For my current project I'd like to create blank lip sync files for my dialogue so that it looks a little bit better than just text. I recall that there was a OBSE plugin for Oblivion but I haven't been able to find a parallel for Fallout. I remember seeing a button in Tes4Gecko for creating blank .Lip files but I'm not entirely sure if it works for Fallout. Does anyone know anything about this topic?

I have a tutorial on creating LIP files in my signature. What do you mean by blank? Like LIP but no sound? If so, just record yourself saying the line at the proper speed, then use that along with my tutorial to make the lip file, then just delete the audio, so the computer mouths the words, but there is no sound. Is this what you mean?

Looks like he may be seeking a tool which does for Fallout 3 what TES4Gecko can do for Oblivion.
The "Create Silent Voice Files" in specific.

It creates blank mp3's of the correct duration and matching lip files.
