Judging by the recent Beth podcast, it sounds like they started working on Skyrim shortly after Oblivion. I assume they started working on the engine, and concepts first. Once the engine for Skyrim was ready to use, I imagine they began work on Skyrim. Fallout 3 probably used quite a bit of the employee of BSG, but there were still people working on Skyrim during that time.
I also assume the reason they didn't announce Skyrim earlier was because they wanted to really up the hype of Skyrim before the release. If they announced it two years prior to the release, I'm sure they'd have a lot of inpatient fans busting down their door(not literally at least I hope there aren't any fans that crazy haha)
Another possible reason for delaying announcement might have been to make sure their new engine was complete, bugs and kinks worked out, and that they believed they could actually meet the deadline. There were probably a few different reasons for delaying announcement.
Another possible reason, correct me if any of this statement is far-fetched, but when they worked on Oblivion, they strived to have Oblivion come out the day the 360 came out. From what I've read they weren't finished with it by that time and had to push back the release date a few months later and even had to simplify certain aspects of the game(radiant ai for one). I would say that for Skyrim, they didn't want any pressure from fans, or the media until they knew they could pull it off and pull it off well.
I have faith that they can pull the release date off without any problems. Todd said there is a lot to show. Feb's Game Informer is supposed to have elder scrolls covering 12 pages(whether or not the pages are 100% dedicated to Skyrim I don't know) but 12 pages is quite a bit, even with pictures. Before I heard that Beth began work on Skyrim shortly after Oblivion, when I thought they might have only been working on Skyrim for 3 years(including the new engine, all the concept work, all the planning, and then the developing) I too was worried about release date, and quality. But as of now I have high hopes, and fairly high expectations(although reasonable expectations) Elder Scrolls is their baby they won't hurt their baby.
