They should buff the 'other' legendary affixes.

Two shot is just so much more powerful than every other affix.

One of them does 25% more damage, some do a tiny bit extra bleeding or elemental damage, one has 30% armor penetration, one does double damage on full HP enemies, etc... All of that pales in comparison to basically doing double damage at all times against all enemies with two shot...

A simple fix to make other affixes be more desirable is to nerf two shot, but it would be cooler if they brought everything else up rather than brought two shot down...

*That or just release the creation kit because we all know it is ready since the game is on the same engine and the tool is exactly the same as it has been since Fallout 3.

Well, two shots for one round is way to op in most cases. I wouldn't mind them to tune it down like "every shot has a chance of getting an extra bullet shot without ammo used". Like a 20-25% chance. That would fit the rest of the damage stats.

Besides: don't underestimate bleed damage! Am auto pipe pistol with bleed damage can wreck behemoths / mirelurks / deathclaws in seconds, cause bleed damage isn't reduced by armor and can stack. So firing 20 bleed bullets results in immense bleed damage!

Bringing everything up to it would break the game diff even more tbh.

Yeah that is the kind of nerf I had in mind, a chance for it to occur... But like I said, I would rather they brought everything else up rather than two shot down.

And you mention bleed damage stack and that is all well and good, but only if you are a run an gun type... Two shot is paramount for anything related to sneaking by the most significant of margins.

The only other thing that maybe competes would be lucky on energy weapons, by loading up the energy weapon with critical damage mods and luck/AP/VATS perks and AP armor, you could basically perma VATS and crit every other attack or two for a large amount... But that itself probably doesn't even compete with two shot and requires a ton of perks to be viable.

Why not leave it? Some legendaries are more desirable than others, thats the way it is.

It doesn't really promote a healthy state of mind or fun gameplay when there is one affix that is so significantly better than all others. It diminishes the enjoyment of killing a legendary and getting anything else other than that.

You should kill a legendary and think "Cool, I will see if I can make that work..."

Not "Oh its not two shot... Garbage..."

the other legendaries are still great guns.... Chances of you getting the two shot are low. The two shot is garbage for low cal weapons and the bleed damage is really good for them. It depends on the weapon, it depends on your luck and it depends on your Obsession of needing the absolute best of everything. Some things are better than others, Its simple.

Hurting ghouls' legs, mirelurkers, death claws and so on really gives a lot of breathing space :D

Just a note : Considering how armor works, it may be better to have only one hit with increased damage than two "normal" hits. Bleeding, elemental damage and armor piercing may be better too, depending on your opponent's armor (type and level).

I'm not saying that "two shot" isn't OP, i honestly don't know, for not having tested every effect in combat, however, i can see some strength in the other affixes, making a real difference.

I love two-shot, it's my favorite buff by far, but you have a point. I haven't really been using my others guns since finding a 2-shot 5.56. I modded it with Gun Nut rank 4 and now I can drill a Deathclaw to death in 1-2 seconds on Very Hard. Nerfing it would be the best option for promoting the other weapons. (Maybe I would get to use the 3,000 .45 round I have stockpiled!)

Well I can tell you that the Overseer's Guardian, a unique legendary sold in Vault 81 which is a combat rifle with two shot, is incredibly strong... It cost only 2500 caps... I bought it at like level 8 or something, selling all of my grenades and pre-war money.

It one shots near all enemies apart from Behemoths, Deathclaws, and Mirelirk Queens... (Modified to be semi auto sniper). I am level 37 now and it still one shots everything.

The only way this weapon will ever be replaced is if I get a hunting rifle with two shot... It is that strong.

This is on Survival difficulty, mind you.
