Her weapons:
Ranged: automatic rifle
Melee: combat knife

Perk: Suppressing fire! all your automatic weapons are 30% more accurate.

iam bad with comming up with storys, maybe you can think of something :D?

Michael Angelo. With 100 speech you could convince him to come with you. As companion he'd be totally useless, constantly whining and lagging behind. That's what you get from trying to help everyone you meet. His companion quest would be the same thing as if accomplishing The Classic Inspiration quest.

Gotta admit she was well designed character. However when it comes to all military personnel, it doesn't make much sense why they would suddenly team up with the Courier. They are on duty and can't just come and go as they please. Especially Boyd, she's like the head MP in Camp Mccarran.

You can't just hire soldiers as mercenaries. They are on duty, it's not an ordinary job. That means they can't just quit until their service time is over or they get discharged.

The difference is that Crimson caravan is a company, not an army. No idea how ncr army works in the micro scale but usually armies work in stiff and by the book manner. Surely there would be ways to make it look reasonable why Boyd would join courier during her service, but the point was that you can't just invite some on duty soldier to join you because of the binding nature of military service.

How does that even work?
You can't "buy" a lieutenant out of the army.
The Misfits have an ending where they all get court marshaled and hanged for their disobedience.
The army doesn't work like their members can do whatever they want to do, neither Legion's or NCR's.

As for the Lieutenent...
Say there would be a part of a mission that gave you the oppurtunity do detach her from the NCR, and if you were an enemy of the NCR, and had a high speech, you'd be able to talk her out of it so MAYBE, she would just be a deserter, helping you take over Vegas, or get clearance from a higher rank. Those are just spitball ideas. If they're dumb or ramblish don't aknowledge them.

BUT STILL TALK ABOUT BENNY.

They do have Vertibirds and maybe after 4 years someone from DC might made it to the Mojave.

Benny

Unlocked After: You get an option to rescue Benny when he is captured by the legion. You are given the option to let him live and join you.

Tagged: Speech, Barter, Guns

Equipment: Benny's Suit, Maria, 50 poker chips from the tops

Perk:

Slick talker: +5 to speech -15% on all trades / transaction

Upgraded Perk:


Undying Loyalty:
Benny and all other companion gain's +5 DT and plus +10% damage when health is less than 2/3.

Unlocked After: You must decide on the wild card quest line for Benny's upgrade. Sometime when completing the Wild Card: Side Bets quest, you discover benny attempting to sabotage your control over Yes Man. You are again given the chance to either kill him or let him continue serving you. If you let him live you must pass a barter check (80) and offer him the deal of being your personal servant in return for sparing his life. His upgarded perk is unlocked when the check is successfully passed.

As far as people I would have liked as companions? Fortunately, the people I would have wanted most as companions (Veronica and Cass) actually are; nothing like Sydney in FO3. Ranger Andy would have made a good companion, as would have Lieutenant Boyd and Melissa.
Ideally, with the next game, I'd like every significant faction (i.e. Brotherhood, Gangers, NCR, Legion, House, Kings, Boomers, etc) to all have a recruitable companion.

Benny would have been GREAT too; I could never bring myself to kill him, he was just too damn classy.

yes you did in new vegas you talk to victor or something and he follows you if i had a cam id show you that he is my follower till i think i killed him but he still shows up as follower on my map!

No you don't, he might have helped you here and there while wandering and he may have glitched and appeared on the map like a companion would, but you don't get him as a real companion like ED-E or Boone, etc.

Meyers from the NCRCF, if he doesn't become the sheriff of Primm.

Weapons: -Ranged: Trail Carbine
-Melee: Police Baton

Perk: Lawbringer: when Meyers is with you,in combat you do +10% against Fiends, Jackals, Scorpions, Powder Gangers, Vipers and Cesar's Legion members.

And maybe a nice quest about how Meyers ended up in prison.

What Vegas needs is MORE robots:

Prim Slim - Automatically hostile to all Fiends, Khans, Powder Gangers. Bonus damage against said factions. After helping to recover a certain SMG, you would have the option for possible combat upgrades, his chassis is big enough that you could mod him with a Gatling laser or plasma defender.

Rhonda - Random Nightkin assistance is VATS, all Nightkin non hostile. Accuracy penalty for night time removed (is there one?). And as a great bonus, she would act as a permanent Black Mountain Radio repeater. The best of Rhonda and Tabitha in the mornings, all night long.

Fisto! - Bonus sneak melee damage from behind. Can equip any form of power fist variants.

On another note, It would be fun to have a NCR or Legion follower, who would turn on you in the end if you had a mixed rep. Just when you had the enemy boss dead, oh why did I give them an AMR and a 100 stims... doh!

Default gear: Great Khan simple armor, RCW, combat knife.

Recruitment: I found it a bit ridiculous that I couldn't just help him right away without having to start the quest by Jack and Diane.
So when you find him at Cottonwood Cove you can decide to cut him down, when he returns to Red Rock Canyon you can talk with him again and ask if he'd like some revenge on Legion?
He will think you're crazy and tell you jokingly "Heh, right, yeah I'll help you fight the most brutal army I've ever seen if you bring me 10 legionnaire armors."
Well, if you actually go out and collect 10 legionnaire armors and bring them back he will be shocked that you were able to do it.
But he'll start thinking about how he'd really want to get back at them and since the PC has proven themselves to him he will join them.
But the PC can't get him until 2 weeks after he's returned to RRC cause he needs to rest and heal up.

Perk: With Anders in your party you get diplomatic immunity with every single Fiend, Jackal and Viper in the wastes, you'll get a +30% discount with chems and he'll be able to give you 5 chems of your choosing every third day.

Personal quest: I'm probably going to expand on this a little later but right now I've just woken up and I don't feel like using my brain too much but let's just say that his personal quest has something to do with Boone, Cottonwood Cove, Omerta's and Oscar Velasco.

Requirements: Sneak 60 and Guns 60
Perk(both): Ghost Walk: While sneaking, at night, after 15 seconds being "Hidden" it's like a Stealth Boy. Stops with any movement (pull trigger, reload, holster, unholster, etc.).

Once you've done all the pre-reqs, additional dialog pops up that says "I'd be able to help you out a bit, if Nipton was cleaned out."
