Dead Sea. (More detailed)

Requirement:
After completing the Forlon Hope quest for him and agreeing to meet Caesar and completing the first quest Caesar will order Dead Sea to leave Nelson to another Legionnaire and give the PC a helping hand.

Faction interaction:
Dead sea would agree to disguise himself but certain NCR people can still sniff him out so one needs to be careful with him around.

Perk: +10% running speed and +5% critical chance with bladed weapons.
After completing his personal quest's depending on how you complete it you either get Trooper Angst perk which makes NCR Troopers Run away in fear after losing 50% health, NCRangers run away after losing 80% health and Desert Rangers after losing 85% health.
Or you get Battle Rush, whenever combat is engaged (with the [Danger] thingie) you get +20% additional running speed to his current +10% for 10 seconds (in order to close the distance) and Melee and Unarmed weapons get +30% critical chance and +10% critical damage for 10 seconds.

Personal quest:
After getting him along for the ride you can ask him of his past which he is willing to give out but in very short militant answers. (Mostly yes and no answers)
He will explain in a bit more detail of how he left aside his personal desires in order to not have anything hold him back from making Legion succeed in their cause.
But he has a chip on his shoulder.
His brother, Macelius, was also a Legionnaire which he was very close with even under Caesars rule.
Over the two brothers Caesar actually preffered his brother more, both personally and from a tactical and military stand point.
But Macelius and his scouting unit was captured by a NCR scouting party while one of Macelius' recruits were on watch duty.
The scouting party proceeded to torture and kill the legionnaires while leaving one member alive to run back and tell The Legion of what they'd done.
The lone legionnaire refused to run back like a coward and lit a fire that poured out black smoke and wrote what had happened on a note before he killed himself.
Dead Sea's unit were the one's who saw the smoke and found Macelius' unit wiped out.
Dead Sea wants to go on a revenge quest in order to harm those profligates who ended his brothers life.
During his quest you will need to go undercover with him and find out from various NCR officers who this scouting party was and where they are now.
You can decide whether you want to go the easy route and just kill them all (which will give you the Trooper Angst perk) or you can learn more about them and make sure they feel such heartache that Dead Sea felt by dealing with things differently. (Which will give you Battle Rush)
One of the people Dead Sea is out after (Let's say his name is Johnny Boy) could have a brother for example, and by murdering him and sticking his head on a pole outside of Johnny Boy's camp with the words "For Macelius" carved into his forehead make him feel the same pain he did.
There is no "peaceful way" to end his personal quest.
Might seem like it's very biased towards being a murdering bastard but guess what?
These are NCR people.
Dead Sea and The Legion are most likely going to kill them later on anyway.
And Dead Sea's hatred towards these people burns to hard to just "talk him out of it".
It's a great way for assassin characters though since the Battle Rush way requires you to be very stealthy about it.

The Merge.
If you complete Dead Money and make GoDog merge themselves together to create a new persona then The Merge will show up by the gates once you are back at The Villa.

The Merge is out to find a meaning for himself and to discover what kind of man he wants to be, to find himself basically.
The Merge will initiate dialogue whenever the PC talks to important people and ask questions such as what a factions goals are and what the player feels about them.
Depending on how you handle his dialogue he will shape himself into a new man.

If you tell him to leave he will go away to the BOS bunker.

His preferred weapon of choice is unarmed weapons.

Perk: The Merge has no perk initially, his perk will change depending on how you shape him.
Can range from bonus to damage to critical % to critical damage to light step to bonus to sneak.
All about how you shape him up to be.

Maybe after the talent pool quest The Lonesome Drifter wants to retire from show business and follow you ...that would be cool

Perk: 25% extra accuracy and range for guns

this would be a hard choice though because you could no longer get the mysterious magnum

I'd like to be able to get my own Alpha Deathclaw (not a Legendary because "there can be only one") :

1. On a random encounter you fight a crazy Enclave scientist with a Deathclaw wearing a mind control device.

2. Find a wounded almost dead Alpha Deathclaw (must have the Animal Friend perk so it wont't try to kill you on sight)

3. Nurse back to heath the Alpha Deathclaw and equip it with the Mind Control Device so it won't attack friendly characters and enabling to follow orders.

4. Perk: Beast Master : Whenever you encounter other deathclaws they will follow you for a as long as you are in their territory (killing anything on sight)

5. Upgrade: the mind controlling device allows you to pick up a radio signal that leads you to an abandoned Enclave ruined secret base where you find two
devices: one allows you to use your deathclaw as a pack brahmnin (1000 lb carryweight) or the second one allows you to ride on the back of the
deathclaw (only able to choose one).

Enclave in the west coast doesn't have the mind control device.

Wow there's some great suggestions in here guys! Really reminds me how many great characters are in new vegas. How great would a DLC that just added new companions be!

My favs so far are

Sunny Smiles: Always thought she was a nice gal. I like the idea of giving you extra survival recipes.

Harland: I was always interested in his back story for some reason. Modified superior defender would make great sense, or maybe the ability to CRAFT simple traps or taking less damage from traps.

Jean Baptise Cutting: Great companion for someone on the evil side. Maybe a good perk would be +3% crit chance when using van graff weaponry. +3 DT when using van graff armor combat armor.

ANY IDEA WHERE WE ACTUALLY GET SOMEONE FROM THE LEGION. We so, so desperately need a legion companion. :cryvaultboy: Oh great, now vault boy is crying because I brought up such a sensitive topic. Don't worry vault boy, the fans will get a legion companion, one day.

One of my own:

Powder Ganger Doctor Hannigan: Always thought he had an interesting back story, and he's seems more neutral than evil. Powder gangers never get any love!

Unlockable after completing "I fought the law." "Hey this place is gonna get radied by the NCR, you should come with me!"
Tags: Med, Explosives, Energy
Equipment: Plasma pistol, dynamite, light powder ganger armor
Perk: Limb Health +20%, your explosives ignore 8 DT.

Any ideas for who would make a good barter companion?

Pacer: His perk could be "Intimidation," that loweres the damage threshold of human enemies a little. Also the Elvis radio station that someone mentioned earlier. Recruitable after "G.I. Blues"

No-Bark

The Lonesome Drifter

Manny Vargas

Boxcars: With a high enough Medicine you could heal him. His perk could be an increase in Explosives.

Ghost

Melissa

Tabitha and Rhonda, but only if you travel with them together.

Legionnaire

Chris Halvorsham

Ringo

In order to get Ringo you need to kill the entire Crimson Caravan before you complete Ghost Town Firefight.
When you've completed GTF then you can find him at the Crimson Caravan camp.
Since he has nowhere to go and since his future doesn't look too bright you can offer him to join your party.

Perk: Ringo is a fairly good trader so all items get a 20% discount at stores and a 40% discount from traveling merchants.

(Yay for being an evil son of a gun and manipulating him into joining you! :D )

I always liked saving goodsprings but hated having to help ringo. "Hey thanks for saving my life here's a few caps." If I knew that was the reward I woulda killed ya myself.

I like the idea of a life time of indentured servitude much better. I would torture him like Oblivion's adoring fan.

Neil- Better than Lily, imo. Where else do you find a Super Mutant with a deep, black man's voice? That alone makes him win. He could scare enemies, lowering their nerve, and making some weaker ones run.
Marcus- Should be epicly hard to get him to come, but it would be a nice blast from the past. He could make all Super Mutants and Nightkin encounters friendly.
Victor OR Yes Man's old body- Might be fun, and there are only 2 choices for robot companions. He could rig the slots to make you win more.
Vulpes Inculta- A Legion follower should exist, after all. He could improve Legion encounters and give Legion money over time.
Sarah Weintraub- Blonde, a Vault girl, and eager for six, and seems to know some good pickup lines. She could increase Charisma or make you well rested everywhere.
Anthony House- HE'S ALIVE!!!?!?! As a ghoul. And makes you invulnerable to traps and makes your traps (mines, etc) better.
Fisto- For the gay guys. Well rested everywhere lol.
Sunny Smiles- Yeah, but she isn't better than Cass. She could improve Guns or something, maybe make weaker guns more effective.

SOLD Gstaff get on this
But seriously i like the idea of Victor following you

Cook-Cook

Companion unlocked after:
Killing Corporal Betty of 1st recon, Ace of Spades of 1st recon and Major Dhatri. You must take their heads and return them to Cook-Cook for a bounty. ( Like the evil side of the three card bounty quest given by Major Dhatri.)

Tags:
Energy Weapons, Survival, Explosives

Perk:
Personal Chef: +20% HP Regen from food items

Unpgraded Perk:
Fire Bug: Burn time on all targets is increased +20% and you recycle flamer fuel at +20% rate
Unlocked after killing everyone in Camp McCarran and the West side of New Vegas (town).

or

have a brahmin companion! :)

Notes: Highly hostility to all factions except great khans, fiends, powder gangers.

Yay for evil!

Isaac

I beseech master fish to think up a quest for me.

For Isaac?

Wow erm...

In order to get Isaac the player needs to run into a ghoul inside Ultra-Luxe, the ghoul will accidentally drop a note which you can pick up, by the time you pick it up though, the ghoul will be gone.

The note states that Isaac is in the area and that this is the time to finally take him out.

If you go to Isaac you can confront him with this note and ask of his past history.
Well, it seems that Isaac was in fact a ranger looking to rank up to Veteran status.
His mission was simple, take out a female revolutionist.
He carried out his mission with excess, killed her when she walked past her window to go to bed.
Then the [censored]storm came down, apparently she was pregnant at the time which the higher ups decided to not mention.
The officials decided that this cruelty could not go unpunished (hypocrite much right?) and sent orders to have him hanged.
His rangers friends decided to help him out of this mess and arranged for a murderer to be hanged instead.
After that he fled to the Gun Runners and moved to the Vegas outpost in order to stay in a civilized area while still keeping himself hidden.

Once confronted about it, Isaac will ask the player for help to deal with the situation.
You will either need to confront this group of former would-be revolutionists with force or diplomacy OR you can frame someone else for it.
This will make him join your party and give you a quest to find these former would be revolutionists.
You will need to go to several areas and fish out information from different people and piece the puzzles together to find the former would be revolutionist group. (That's it, I'm naming this group The Hairbrushes (Too long name! D:> ))
Each of the puzzle piece NPC's have a story for why they support a revolution and Isaac will comment on it and ask the PC how he/she feels about it. (There is a chance to actually lose him as a companion if you're too much of a dike)
Once you find The Hairbrushes you will be in a mexican stand-off, if you talk your way out of it by convincing them that it wasn't Isaac or that he only followed orders then they might let their guns down, after that you need to convince them that a revolution against NCR is suicide or that the revolution is a great idea.

Now, if you frame someone else you will need to give them the name of a ranger you've previously met, if you haven't met a single ranger prior to this mission then you fail the dialogue and the mexican stand-off starts.

"But what about the ghoul?"
Well, the ghoul is still after him, you see, the pregnant woman that Isaac shot was impregnated by this ghoul, of course, he was a human when he impregnated her, why he turned into a ghoul afterwards is another story.

You can either convince The Hairbrushes to give him up or if you've killed them you can search for notes of his whereabouts, and if you can't speech check them then you need to buy his location. (The reason for them selling it is cause they obviously need the money considering none of them have any real jobs.)

Depending on what your dialogue has been with Isaac he will act differently when confronting the ghoul.
Either he will talk him out of it, telling him that what he did was wrong and that if he could take it back he would have, but that by murdering him it will be a never ending cycle of revenge.
The ghoul will accept this and let Isaac live, but he cannot live himself and will commit suicide due to never being able to love anything like he loved his wife.

Or Isaac will ask the player to confront the ghoul and distract him so that he can place a good headshot on him.

===================================

Wow that was a lot of writing, I might flesh this out and clean it up in an hour or two but right now I need to chill at the TV.
I doubt my take on him was what you expected. :P

I personally would of liked to have the King along my merry adventures.

His perk could be a little something like....

"Starstruck"
Enemies have 25% less accuracy while king is in the party. Watch those bullets just trail past you.
