For Isaac?
Wow erm...
In order to get Isaac the player needs to run into a ghoul inside Ultra-Luxe, the ghoul will accidentally drop a note which you can pick up, by the time you pick it up though, the ghoul will be gone.
The note states that Isaac is in the area and that this is the time to finally take him out.
If you go to Isaac you can confront him with this note and ask of his past history.
Well, it seems that Isaac was in fact a ranger looking to rank up to Veteran status.
His mission was simple, take out a female revolutionist.
He carried out his mission with excess, killed her when she walked past her window to go to bed.
Then the [censored]storm came down, apparently she was pregnant at the time which the higher ups decided to not mention.
The officials decided that this cruelty could not go unpunished (hypocrite much right?) and sent orders to have him hanged.
His rangers friends decided to help him out of this mess and arranged for a murderer to be hanged instead.
After that he fled to the Gun Runners and moved to the Vegas outpost in order to stay in a civilized area while still keeping himself hidden.
Once confronted about it, Isaac will ask the player for help to deal with the situation.
You will either need to confront this group of former would-be revolutionists with force or diplomacy OR you can frame someone else for it.
This will make him join your party and give you a quest to find these former would be revolutionists.
You will need to go to several areas and fish out information from different people and piece the puzzles together to find the former would be revolutionist group. (That's it, I'm naming this group The Hairbrushes (Too long name! D:> ))
Each of the puzzle piece NPC's have a story for why they support a revolution and Isaac will comment on it and ask the PC how he/she feels about it. (There is a chance to actually lose him as a companion if you're too much of a dike)
Once you find The Hairbrushes you will be in a mexican stand-off, if you talk your way out of it by convincing them that it wasn't Isaac or that he only followed orders then they might let their guns down, after that you need to convince them that a revolution against NCR is suicide or that the revolution is a great idea.
Now, if you frame someone else you will need to give them the name of a ranger you've previously met, if you haven't met a single ranger prior to this mission then you fail the dialogue and the mexican stand-off starts.
"But what about the ghoul?"
Well, the ghoul is still after him, you see, the pregnant woman that Isaac shot was impregnated by this ghoul, of course, he was a human when he impregnated her, why he turned into a ghoul afterwards is another story.
You can either convince The Hairbrushes to give him up or if you've killed them you can search for notes of his whereabouts, and if you can't speech check them then you need to buy his location. (The reason for them selling it is cause they obviously need the money considering none of them have any real jobs.)
Depending on what your dialogue has been with Isaac he will act differently when confronting the ghoul.
Either he will talk him out of it, telling him that what he did was wrong and that if he could take it back he would have, but that by murdering him it will be a never ending cycle of revenge.
The ghoul will accept this and let Isaac live, but he cannot live himself and will commit suicide due to never being able to love anything like he loved his wife.
Or Isaac will ask the player to confront the ghoul and distract him so that he can place a good headshot on him.

Wow that was a lot of writing, I might flesh this out and clean it up in an hour or two but right now I need to chill at the TV.
I doubt my take on him was what you expected.
