You don't use the fences to pay off your bounty. When a guard comes up to you and tries to arrest you, you have the option of saying "I'm from the Guild".

I'm pretty sure once you join you get the option. Of course, if your bounty is too high, the guards will just attack you on sight.

That's not working like that. If you are in the Thieves Guild then you can't bribe the guards with saying that you are with them... there is no option for that. The College of Winterhold does have an option like that, but not the Thieves.

 really? I always assumed that option was being from the Thieves Guild, since the guard always said something along the lines of "be quiet" or "I could lose my job over this" and it just said "Guild", so I assumed that meant the Thieves guild. Why would being part of the College give you the option to bribe guards?

You can say that you are with the College, not the Guild :)

But it's pretty obvious: How could that fact bribe the Guards that you are in the Thieves Guild? They'll be glad to put every thief in the jail.... you would just tell them to do so as you are a thief...
But if you are in the College of Mages, then you might persuade the guard that you are an important mage and that he might let you go once.. :)

Being with the Thieves Guild DOES give you this option, I'm not with the College and I can do it.

The Thieves guild allows you to do that. And only in Riften.

I also have a mage character that did the college questline and never got that perk which makes sense cause it's only usable
in Rfiten and the Thieves guild is located there, not the college :)

I think that you are mixing up something here... The College bribe option is available anywhere for me, even in Solitude or Windhelm. I haven't seen the Thieves Guild one yet though... but if it's really only for Riften then that explains it...
