I completed the mission before the last and i completed independant theivery. the guy wont talk to me for the last mission and i am standing right next to him in the waterfront. i killed someone during the mission and payed my blood price. but he still wont come and talk to me. i initiate conversation and he wont say anything.... i tried waiting in multiple places... and i hit the wait button and went an entire week a full day at a time. anyone have an idea? please help... im stuck and completed everything other quest i had open in the game... i want to finish it them im moving on to the isles but it wont let me finish it.....

load an earlier save or use commands. This might help as it lists common bugs in the end of quests and a way to avoid/fix them
