So I do want to see more people in social places, more shopping/trading stands... maybe a flea market...
1. Leveled Unique Weapons, if I'm going to punch my way through a hole to grab the lead pipe of bashing skulls in I want one that will last me so I can beat my arch nemesis' face in,
2. Removal of Condition, it's a wasteland the world is derelict, and I will be disappointed if my makeshift rifle can fire 100,000 laser bullets without breaking a sweat
3. Limited Player Housing, hopefully by now Bethesda will have gotten their stuff together and will made more homes to better suit players who look for different things in a location they plan to hoard loot in.
4. Generic fetch quests, If I wanted to go find a moldy orange apple in the middle of a supermarket I wouldn't trek across the world, grab it, return it, talk to the next guy I meet, who asks me to hike all over the world a second time to grab a similar apple.
5. Removal of SPECIAL, this one is obvious, but they removed attributes from Skyrim and I'm sure many players disliked that, I certainly did when I discovered it would have been alot more immersive for a weak twig to only have 100 carry weight
6. Vehicles, while everyone is hyped for flying a zeppelin, I for one, am not. I'd rather stretch my world out, rather than having it shrink to flying over Boston in a blimp
7. No https://www.youtube.com/user/ShoddyCast/Fallout Lore reference, they've amassed hundreds of thousands of subscriber, and have even gotten the Three Dog to voice act in an episode. If there even isn't an obscure reference to this dedicated show about the game they've spent hours into I would be disappointed.
NPCs that are bulletsponges because the AI/map design isn't sophisticated enough for them to use cover or otherwise behave in combat like anyone would in reality. Combat's a bloody chore in F3/NV because at the end of the day it's down to numbers (Do I beat their DT? Do I have the right/enough ammo/health/drugs), with personal skill hardly worth a mention. Having satisfying, challenging gunplay and combat doesn't preclude having RPG mechanics that effect it and allow for some actual progression to take place. There are times at which I'd rather be playing F3/NV from an isometric perspective because of how poor the first-person shooting mechanics are.
1. Brainless AI. I want them to take cover when I'm actively firing on them with a 25lb gatling laser and not run out in the open. I want them to try and flank me, given the chance, and I want them to be aware of their surroundings and possibly even surrender if they're heavily outnumbered. For instance, I am in a group of 4 people, all heavily armed, and we come across a raider in leather armor and a hunting rifle. Unless he's doped up on chems, I would really like to see him drop his weapon and surrender.
2. VATS being a substitute for a lack of skill in combat.
3. A huge settlement being spoken of as a place of wonder only for you to arrive there and be immensely disappointed. The Strip in New Vegas was such a let down. It had like 2-3 areas, was populated by 5 drunken soldiers and one MP walking around, and the casinos were even more disappointing. There were like 2 gamblers and 10 armed guards walking around doing nothing. ;'(
4. Lack of Enclave. They're remnants of the old US Government and despite them having their Oil Rig, Raven Rock and Adams Air Force Base outposts blown up, this should not mean they've been completely eradicated from the USA. I would really like for them to be in hiding because of the impact it had on them when the Vault Dweller blew two of their bases up, but at the same time, they should be rearming themselves, and sending out scouts to infiltrate other factions to steal weapon blueprints etc.
5. Lack of factions to choose from.
6. Black and white "good vs. evil" choices.
7. No gambling. Would love to see poker or something in F4.
No bad writing. (No more "where's my daddy?")
No Brotherhood of Steel and no Enclave.
No hand holding.
'Gain more X, Lose more Y' traits from New Vegas
Blocked off paths where you have to run around a big mountain to get to your destination
Insane companion quests where you have no idea how to trigger them without googling them
Quests you can miss out on because you did something too soon
NPC's still treating me like crap after I saved their city or way of living
Not being able to continue playing after the ending
Predictable enemy AI
Things I would like to see are armor repair kits and more weapon customization. Like maybe using parts from an existing weapon to craft a new weapon.
I don't want to see an "Android vs. Institute" plot. Where we as players have to free the "poor innocent androids" from the "big bad clutches of the eeeevil Institute." In fact, no androids at all would be just peachy.
But I'm afraid that's whats going to happen.
Sadly, this sounds like an internal memo at Beth on what the story will be about.
I'm hoping the bits about a voiced protagonist and only being able to play as a male are false.
It won't stop me from playing and subsequently enjoying the game if there is a voiced protagonist and no female playable character, but, damn... It would be hard to call it a good Fallout game. It can be a perfect game, but I won't love it if it isn't a good FALLOUT game.
^ Especially since SPECIAL had a much more long-term effect on characters compared to the Elder Scrolls attribute system.
I would have loved derived attributes based on skills that did nothing, and were there just to show your characters stats in Skyrim, just to keep those stats in existence. Making them do nothing is still better than removing them .-. especially since some of us like numbers everywhere.
Tack on a P.S. that says "Note: under no circumstances should you be able to help, join, or aid the Institute unless its a completely random non-canon last minute choice" and yeah, it could be.
I hope to god I'm wrong though. But if its Boston, I can't see the issue of "The Railroad" and Androids being avoided, and "The Replicated Man" was one of the worst quests in Fallout 3. Which doesn't particularly give me hope.
It wouldn't stop me from playing either but still, it would be a weird spin since Bethesda has always made the protagonist a faceless figure we can shape and mold to our liking. You should be able to play the same story, but instead your husband dies and play as a female protagonist if you choose.
It's Boston, I won't be surprised if they have a scene where Android workers are protesting and institute guards shoot them. Or a quest where you get to throw Institute stuff into the ocean. Which culminates into a grand battle where you sit on a hill defending against Institute attack. The game ends with the institute sailing away to New York.
I don't want a linear story with no choices.
I don't want mindless enemies with no character.
I don't want boring companions.
Androids can probably be disabled with no damage done. Just like how A3-21 or Harkness was reset and wiped clean with a quick voice command from weathered old lips.
I don't want to see fixed gender. Voiceless protag, I want a voice! Reduced morphs in CC, I do hope they give us body morphs, and not just for the face. recycled animations from previous games, please give us new and smooth animations.
That's exactly what I'm saying. It would be a big chop to ankles to see the FO franchise become a impactless, linear game with a severe lack of customization.

Yes, no Aliens. That alien DLC for Fallout 3 killed it for me. We don't need aliens. Or androids, that's another lame thing.
No boarded up buildings. Make them accessable, I hated that about Fallout 3. Had to leave it to mods to open up a lot of those buildings.
Oh shucks, I'm sure the unmatched geniuses over at Bethesda will work in a perfectly logical and reasonable way that Three Dog is in Boston. Perhaps his radio station just opened up a new branch in the exact place our brand-new PC happens to be! Or, or maybe he expanded his signal to reach juuuuuust where the PC will be exploring!
Three Dog always tended to come down with a bad case of plasma-bolts-in-face-itis in my game.
