I tried putting weapons in the cases in my newly built house. They won't 'activate', so I manually put them in. That didn't work. They end up on the floor.

Next time search the water around the island on the farm side between Riften and Goldenglow. There is a small island without anything on it. Its right there.
Same here. I went to pick them up and place them manually in the case but my steward walked by and asked if she could have it. I have a feeling if I leave things in unsecured cases, they might get stolen or borrowed.
But I also gave up on home decorations. I would drop items on the floor, then leave the cell and come back. Was told this would work. I then pick up and place the items where I liked them and... next time I came home... all on the floor again. *sigh*
I was short on bookcases in Breezehome, so I took all of the cups and plates out of another closet to see if I could store books there. Didn't work, so I tried putting the cups and plates back on the shelf. Didn't work either.
Really? I had no idea you can do that underwater

You cast it on land, but it works underwater once cast.
Also ... figuring out how to get the statue of Dibella to stand up straight. It. Is. Impossible.

Hold it high above where you want to place it then come down fast. You can sometimes get items to sit on their base that way.
Another way is to drag it across the shelf or furniture you want to set things on, get it where you want it then press it down. This will also sometimes upright an item.
