I don't know if this has already been done in the series, I'm a bit of a novice compared to most, but I was thinking maybe references (subtle or direct) to Terry Pratchett's novels. I say this not only because his novels contain magic and such things, but also because I watched a video on youtube (I don't know about posting a link, but you can find it yourselves I'm sure) entitled: "Terry Pratchett on Alzheimer's Disease (Part 1 of 2)". Not a nice topic to be posting on here I know but the reason I'm doing it is because he talks a little bit about Oblivion and The Shivering Isles. He says: "It is one of the most beautiful games to play". Now I thought that, coming from the man who wrote the Discworld novels is quite high praise. I just thought that maybe he/they deserve some references, Unobserved University something like that. Let's be honest the man deserves it.
The lesser part of my post is being able to do something with gems, I found them to be a bit useless in Oblivion (unless I missed something) apart from selling or dropping and looking at in my house. Maybe something like having somebody who could make swords/armour/jewelry encrusted with gems.
And how about being able to invest more in shops perhaps even owning/buying one? Just a few thoughts there.

Using gems to make jewelled weapons? That would be nice..

You can own shops in Oblivion.. or at least invest in them if you are a master of the mercantile-skill..

I had another thought earlier. How about a new experimental bit of magic: Transmogrification. Turn other people/beings into something else, would have been useful in Oblivion, turning Lazare Milvan into a rat for even just 10 seconds would have been fun. Could also try teleportation, set the destination over a pit or something, for higher level mages only I would imagine. Sort of ripping power from the gods and what not, but oh well. I think those two would be interesting.
