Basically this.

Although I suppose you could technically do absolutely every quest, and clear every dungeon. But even then your characters story still mit not be over. But some characters stories end after 200 hours of doing pretty much none of the important stuff.

It is a bug or graphical glitch or something. I discovered it by chance and thought it somewhat funny, especially since my character was only a couple of hours into the game when it happened.

As to beating the game, I fully agree, one does not just beat an ES game
