It depends completely on whether or not Obsidian is available. If not then they should give InXile a chance, though I dunno if InXile is big enough to handle the development of a triple-a title. They should give 'some' studio a chance at the very least if Obsidian is not available.
In a recent interview Brian Fargo said that he had plans for Van Buren since he bought that title one year ago, I doubt they will make another post-apocalyptic universe, they will either apply that to Wasteland 3 or a new Fallout game if Bethesda hires them. I wonder if Avellones departure from Obsidian has anything to do with this.
I think it would be awesome to keep alternating between the two developers between each release. Bethesda can handle the numbered titles that take place on the East, and Obsidian uses that engine to make "spin-off" games continuing the events on the West.
