I think that it could very well be one of the elf races. And that would be exciting, if the races were capable of looking so wild and disheveled.

It's just so clearly an enemy though. I'm gonna have to call Scamp in Daedric Armor on this one (either that or something completely new).

Defiantly has big differences, but the overall theme looks the same.

I work in Marketing and i've seen some crazy marketing campaigns that start with a random person finding a USB drive in a restroom, or some clue on a particular website, etc.

This. I can't see anything in your picture. Little to no help. And there definitely were no weapons in that piece of concept art so I marked your edit as invalid.

Ehh, hollowing out a critter and placing it on your head seems right up a goblin's alley. It looks like primitive armor to me.
