I speculate there is a "Dragon Army" or something that includes several castes of creatures--including Dragon Priests and Dragon Worshipers. Perhaps this is simply a new enemy (maybe Daedra?) from Alduin's realm.

It's a giant. Giants = some sort of elven race.

Its definitely the giants, looks just about identical. Thats not to say giants aren't an elven race, but thats a discussion for the lore forum.
