I'm putting my chips in on Falmer, if only because I wish it were true.

From Fall of the Snow Prince:

"His spear and armor bore the radiant and terrible glow of unknown magicka, and so adorned this unknown rider seemed more wight than warrior."

That was the first thing I thought when I saw it, something undead or partially so. It's the grey skin that made me think it. But it's not a stretch to call the skin blue-white either, and a Falmer's "skin was coated with a thin layer of blue-white ice." (from UESP).

So someone said maybe the skin changed for new character idea. I buy a bit, Falmer is the closest choice for me.

Really? This seems like exactly the thing they would do. Starve us of information and then drop a subtle update into the screenshots section, which is really just a piece of concept art, with a cryptic title and that doesn't load full-size. Then let our speculating minds go wild.

Im starting to think that its looking a little too bit earthly-fleshy to be an atronach anyways. Atronachs in oblivion were very pure-fantasy elementalist creatures that usually had a powerful colorscheme depending on their ability.
