I think I borked up the Tenpenny Tower quest

So I got this game for the PC a while ago and have been playing this game for the first time in years. One thing I did remember was that Alastair Tenpenny was a bad guy, and doing a good guy playthrough the first thing I did when I got to Tenpenny Tower was blast him in the face. Upon realizing this ruined the 'Tenpenny Tower' quest I went back up to the tower and used the Player.placeatme command prompt to bring back Tenpenny. The quest went fine from there, allowing me to get as far as convincing Tenpenny to allow the Ghouls to live in the tower. However, when I go back to Roy to tell him the news and finish the quest the dialogue prompt to do so isn't there. Also the chief of security has a dialogue line where he says 'Now that Tenpenny's dead I'm in charge'. I'm guessing there's some binary variable somewhere that NPCs reference during dialogue to tell if a character's dead or not, and that variable didn't change back when I respawned Tenpenny.

So what can I do? If you guys can't find an answer to my question or this isn't the right place to ask, can you tell me where I could ask where someone would know what to do?
