I don't think it's up to you or I or "us" to tell them what to call their property. It's up to them. They get to decide. I guess you can call it anything you want but they get to decide what is part of the series and what is not. It's theirs to do with what they want. Fortunately for them, so far they have done so successfully.
This is a "Which is the best Star Trek" question.
Without the original Star Trek, neither Next Generation, Deep Space Nine, or any of the others would exist.
And TV writting and special effect certainly have advanced since the 1960s.
So to be fair you have to judge them on how compared to the shows of their time, but that is hard when you compare them side by side to each other.
I like Next Generation better, but I know it stands on the shoulders of the orignal series.
I do know that because Bethesda is incorporating the best mods from F3, FONV, and Skyrim in to F4 and seems dedicated to building on what they have learned from past games, Fallout 4 starts in a much better position then the past Fallout games even before you add in advances in technology.
People talk about this being a merging of FONV and F3, but I really think this is a merging their last two games (F3 and Skyrim) with the best elements of FONV.
With 400 hours content and a map at least as large as Skyrim, they must have nearly as many quests as they did in Skyrim.
Based on that, I figure F4 will have at least as much and as good a story and RPG elements as F3, FONV, and Skyrim.
Look at it from their position.
There is nothing they can tell us about the story and RPG elements that could possibly satisfy our curiosity until 11/10/2015.
It is a lose/lose situation.
So why would they?
They certainly don't need to hype the game.
Any thing they say will only give the doom sayers more ammunition.
Why give any spoilers and reduce our enjoyment when we play the game for the first time?
I find their silence reassuring.
To me it says Bethesda knows they have a great game and they will let the game do the talking on 11/10/2015.
Short answer: Yes!
Long answer:
I only read the first few replies in the thread, but my pick is FO3 over NV, and I fully expect FO4 to top them both. I preferred 3 because it was just a little easier while still giving me a challenge. Late in the game a few enemies did give me a fit to battle, but I was still able to get the upper hand. NV I always felt like my character was behind on capability compared to the enemy. Which was fine when facing small numbers, say 3 or less, but anything more than that and it just got frustrating.
Now I would have liked some of the story elements of NV in FO3. Multiple factions and quest lines specific to them was really a fun thing. It made each group more alive and compelling. I am hoping FO4 will offer that level of dynamic while retaining what made 3 more fun, and all signs point to that being true. Well, except for story since we know so little, but I do expect it to be better since I think Skyrim had a more compelling story than FO3, and more compelling factions.
The settlements and romance options to me add more to the game. I loved the desolation of 3, but it would have been nice to have a close companion or friend. It would have been nice to be able to set up in a vault, or a shack in the middle of nowhere. Customize that place to suit my PC, and now it looks like I get my wish.
Hard to say without playing it, hope it will be. Just a little less than two months left until we can find out.

I've only played part of the original, wasn't really my kind of game. Fallout 3 took over my life though and I expect Fallout 4 to top it. Everything I've seen so far indicates that it improves greatly on Fallout 3 and introduces new interesting things.
From what we've seen, I think Fallout 4 has a very good chance to take the title of my personal favourite Fallout game (Fallout 3 currently holds that title). Beyond that, I think this will be the best BSG game released to date.
I'll take that further and speculate that Fallout 4 could be the best video game ever made, full stop.

Fallout 4 will have the most stuff to do in the current Fallout games. The level of customization and settlements in Fallout 4 allows us to have more impact in the games than the others. However, the most important things are story and gameplay and it remains to be seen how good Fallout 4's story and gameplay are compared to the others.
Sorry, it wasn't meant as an "I know better" type post. I worded it poorly. It was meant more as a possible suggestion and the good folks at Bethesda can listen or discard as they see fit.
Best Fallout game? Possibly, time will tell and views will differ.
Best selling Fallout game? Almost certainly (Quite possibly Bethesda's best selling title to date if the hype is anything to go by, and I include myself as hyped lol).
You'll have ask me after about 6 months or so of playing which is better.
After a recent replay through 3 and nv I can honestly say I love things about both of them. I've always loved open world play and 3 did a great job with that. I also love the little find style stories. You know the reading through notes, pc's and such to find out what happened in a certain area-3 did that better. NV had some better larger and in depth story lines and I loved the strip. I found myself noticing a lot of little things in this last play through that made me go-oh I loved this about 3 or NV. When I play through 3 i feel it has the edge, but then when I play NV I kinda feel it has the edge. So I'll just say I love them equally.
Operation anchorage however was terrible. There really wasn't anything fun about that addon except the goodie you get at the end.
That's going to be intriguing to see, competing with Skyrim's sales figures is going to be difficult and i'm not sure if the comparatively fettered console install base will able it to do so.
It could be the hype talking, but I think Fallout 4 will be the best game to date, not just the best Fallout game.
