There was to be about 10 perks for each skill(10 stars, some have ranks). What possible 10 perks are just for Shield? 1 handed has 3 weapons, Destruction also has 3(fire,ice,lighting) with perks for all 3 and 1 perk that works for all on them(based on the pic).
If Shield was with Light and Heavy armor, there could again be 3 things like Destruction and 1 Handed.

It could be a general "block" skill, rather than a specifically shield skill. Then there could be perks for blocking with weapons. But perhaps not, as one goal here is to make using a shield more attractive.
Other possibilities include: a perk tree for shield bash; a perk tree for there being a chance for your enemy to stagger/recoil after striking your shield; a perk tree for blocking magical attacks...
I don't like the idea of there being separate Light Armour and Heavy Armour skills, but no separate Block/Shield skill. Here's why. If the perk trees are basically just duplicated (the same shield perks in Light Armour and Heavy Armour), then that's boring. It's a waste of perk trees. On the other hand, if the perks are different, then this forces a player who wants to be good at using a shield to use both Light Armour and Heavy Armour - even if they're only going to use one armour type but not the other.
This is just guess work, but I think people should really be guessing by thinking about perks.
