Up until the advent of modern sewage systems, the only safe water to drink in towns and cities was Beer. However it was not very high in alcohol, being a "green" beer that is not set to ferment for very long. Only long enough to get enough alcohol content to kill most of the pathogens. People were not getting drunk at lunch in the middle ages.

I was also refering to sailors rations, mine workers and Knavy's that made up some pay in drink or to bolster moral, and stave of sickness.
All suplied even in Victorian england, plus brewers up untill recently used to give a tipple during lunch or breaks.
