There was resistance. Benny had to kill the old leader of his tribe in single combat in order to convince them to accept the deal, while Mortimer secretly has several followers who wish to revert back to the old habits of the White Gloves. It's also worth mentioning that these are the only three tribes to accept the offer, as there were others who simply refused.
And on the topic of New Vegas having references as well, indeed it does, but not to a degree that it becomes cliche. As it was stated, the Omertas are an invention of Mr. House. This leaves the only group within the entirety of the game that's actively mimicking history of the region to be the Kings. I have absolutely nothing against a historical reference so long as it's not overdone to the point where the entire game becomes "LOOK HOW MUCH THINGS ARE THE SAME AS THEY WERE BEFORE!!"
But a Gauss rifle makes sense. It's consuming more power to produce a more deadly shot.
The laser musket is an issue because either:
A.) The laser musket produces more damage....somehow. Somehow putting a crank on it magically ups it's damage output and firing power. Really, you've basically highlighted that turning a crank can somehow produce the same effects as consuming 5 times the energy as normal, which just makes it all sound even more absurd. If this were true, everyone would want a damned crank on their gun instead of paying for MFCs.
B.) The laser musket is lower-grade weaponry that the Minutemen are actively electing to use, thereby putting their lives at risk by insisting upon such inferior tech.
