They have confirmed 18 skills in all the official sources. I even heard it come out of Todd's mouth. (From the podcast) 18 is the right number.

I really have a good feeling about this list, but who knows. Bethesda might throw some crazy curve ball and have some skill that comes out of no were, that no one can predict. Although as stated earlier 13/18 skills on the list are confirmed for sure so there's not that much breathing room, but you never know what they could do with the extra five that haven't been confirmed.

This my original skill list. All the items with a * have not been confirmed yet. This way you can more visually see which ones are in for sure and which ones are up for some debate. (Although I still think I'm completely right one the other ones, but you never know I could be wrong.)

Combat Skills:

One Handed Weapon
Two Handed Weapon
*Block
Smithing/repairing
*Hand-to-hand
*Armor (wearing)

Stealth Skills:

Sneak
*Lock pick
Ranged
Speechcraft
*Acrobatics
Alchemy

Magic Skill:

Restoration
Destruction
Alteration
Illusion
Conjuration
Enchanting.
