I think ive found out the enemys for LR

in the quest ed-e my love they mention some guy having upgrades to e-de. the guy is enclave. there could be enclave there cuz there is an acheviment for ede's upgrades

the guy sent the upgrades to navarro which got sent to the divide enclave base
