I just cleared a cave out(cant remember its name but its the near where you kill the skoomer dealer) I only went there because I remember it had moonstone ore in it, and the problem is after I killed the bandit leader it said return to Kjar and the best thing is I haven't even spoken to him, but I remember from an earlier he is the Capitan of that ship near Windhelm.

So what's your question?

Oh yeah my question, so if I aint talked to Kjar how come my quest journal says return to Kjar??

Maybe you should just talk to Kjar?

Because it's glitched. However, you can still turn it in to him for the reward.

Yes, this is a quest you can get without talking to the questgiver
Go see him, he'll give you the quest and you can collect the reward immediately
