The mounted guards look nice when they're wandering the city streets. They look surreal and silly when they're chasing you indoors. The problem is that while, yes, the guard on horseback graphics were part of the original CD and just not implemented, the Andyfall mod replaces all the guards with them, indoors and out. The game has no way to discriminate, sadly. This can be especially funny when you're on the second floor of a two-story building and there's guards downstairs; their heads poke up through the floor because of the height of the graphics.
As for the clothing changes, they're not really impressive to me-- seemed like an awful lot of trouble to go through to add three or four extra sets of women's undergarments to the game, which is most of what he seems to have done. I can't comment on the playbalance, since I've never done very much with the mod, but I understand he added a new class of NPC human that's tougher, and a few weapon tweaks, at least (I think axes got a boost).
Give it a try, if you like-- just make a backup of the Daggerfall files before you install it, and if you don't like, it's easy enough to switch things back.
