Thinking of getting a PC Gaming Setup - Tips, Cost, Help?

I've always been a big gamer on console, the last game I played on PC was WoW 8 years ago. I've been hearing for the last two years that PC's built for gaming are 200% better, so I'm contemplating starting my career with this game on a PC.

Any tips on where I should look, what total cost I would be looking at for a "25% from the top of the line" kinda deal?

The reason I play on PC is because there's no war between companies. That's really it. Most games that are made for console can be ported to PC. They may not be good but PC is a happy place.
