Is this balanced?

Here is the list of changes:
- rapid reload now requires either 30 guns or energy weapons
- center of mass now requires either 70 guns or energy weapons
- plasma spaz now includes a 25% increase in speed for plasma weapons
- math wrath now increases crit chance by 2
- pyromaniac now requires 60 energy weapons instead of explosives
- commando now only lowers rifle spread by 20% outside of vats
- gunslinger now only lowers pistol spread by 20% outside of vats

Thanks for the help. I've been wanting to start an energy wep + power armor character but didn't like the lack of effective perks.

Edit: Nevermind about the above, I found it to be pretty balanced. Anyway what I want to really do is boost up energy weps. Historically they are supposed to be more powerful than guns, although not that overpowered. I don't think the patch did enough for this so I want to mod DT values.
How is this:
- Normal ammo: -7 DT
- OC ammo: -10 DT
- MC ammo: -15 DT
Is it too much?

Balance is subjective based on what the player thinks it is. So its really up to you.

If you want my opinion, changing a perk from Guns to Guns or Energy Weapons is acceptable, as they both involve the same traits in terms of dealing damage, but replacing what makes the perk in the first place, I.E. Commando and Gunslinger, is stretching it a bit. A bit of values and beliefs in my part.

Again if you want my opinion, the ammo is already fine vanilla. You're trying too hard and in turn, actually making Energy Weapons overpowered. So with Max Charge ammo, you can break through most armors with a mere Laser Pistol, aside from Power Armor. You may want to tune it down a bit but I haven't had a problem at all with just using -2 DT regular ammunition. If you do want to ramp it up, you may want to consider a balance between the vanilla and your initial settings in your post.

Like I said, up to you in the end.

Commando and gunslinger don't have their functions changed. The 20% real time increase also increases vats by 25%, I personally tested both to find the right amount and the % error is about 0-2%. As for E weps they have far less health than normal guns, they use far more ammo per shot and the ammo, not to mention the guns, costs 2-3x as much as normal ammo. All the while they don't do 2-3x as much damage. They are also both much rarer than normal guns. This is why I think they are underpowered.
